JOB SUMMARY

The Director leads IT teams in executing projects and managing operations to support the organization's business strategy and technology roadmap. This role oversees the design, development, and maintenance of software solutions and applications that enable health plan operations while ensuring compliance with healthcare regulations. Responsibilities include managing application development, system configuration, integration services, and user support to maintain data accuracy, security, and operational efficiency. Additionally, the position supports testing, deployment, maintenance, and enhancements to improve member experience and facilitate effective communication.

ESSENTIAL FUNCTIONS

  • Manage team capacity by effectively assigning tasks and aligning work efforts, while seeking additional resources when necessary and maintaining control over project budgets.
  • Plan projects and coordinate work efforts in collaboration with business stakeholders and cross-functional teams to ensure alignment with organizational goals.
  • Oversee the quality of project delivery by monitoring progress, ensuring successful go-live execution, and addressing operational issues until full resolution is achieved.
  • Develop and maintain strong relationships with business partners, providing strategic input into roadmaps, vendor selection processes, and overall contract management.
  • Ensure continuous communication and collaboration across all involved parties to support timely decision-making and successful project outcomes.

 

ADDITIONAL RESPONSIBILITIES

  • ORGANIZATIONAL IMPACT: Manages a sub-function within IS&T that may include multiple teams led by managers and/or supervisors. Recommends operational plans and strategies that will directly impact the achievement of overall functional results. Manages the execution of strategies established by functional leadership. Work requires a high degree of responsibility for resources, and frequently influences business decisions made by functional leadership. Typically has budget or P&L accountability for sub-function managed.
  • INNOVATION & COMPLEXITY: Responsible for making significant improvements of processes, systems or products to enhance performance of job area. Problems and issues faced are numerous and undefined, where information is typically difficult to obtain. Problems are difficult and frequently complex and typically impact multiple job areas or specialties. Conducts extensive investigation to understand the root cause of problems. Problems are typically solved through drawing from prior experience and analysis of issues. Frequently executes complex tasks to enhance simplicity and standardization across Jefferson.
  • COMMUNICATION & INFLUENCE: Communicates with parties within and outside of own job area, and typically has responsibilities for communicating with external parties, which may include customers or vendors. Works to influence others to accept job area’s view/practices and agree/accept new concepts, practices and approaches. Requires ability to communicate with and influence senior leadership regarding matters of significant importance both within IS&T and across Jefferson. May conduct briefings with senior leaders within IS&T. May at times be required to negotiate regarding operational issues.

 

QUALIFICATIONS

 

Education - Required

  • Bachelor’s Degree in related field

 

Experience - Required

  • 10 years related work experience
