About the Position

Conduit Power is on a path to supplement our Nation’s power generation system with reliable and dispatchable generation in ways that reduces carbon footprint and accelerates the transition to clean, renewable energy.

Conduit is seeking a Senior Environmental Specialist to support environmental permitting activities with a primary focus on air permitting. This role is responsible for preparing, submitting, and managing environmental permit applications and related documentation to support project development and operational compliance. The position involves hands-on permitting work including preparation of permit applications, regulatory filings, documentation management, and follow-up with regulatory agencies to facilitate timely permit approvals. The Environmental Specialist will work closely with internal technical teams and regulatory agencies to ensure projects meet applicable environmental requirements, with a focus on energy-related operations.

Essential Duties and Responsibilities:

Permitting & Project Development

  • Prepare, compile, and submit air permit applications, modifications, and regulatory filings in compliance with federal, state, and local requirements.
  • Manage the full permitting lifecycle, including application development, agency coordination, and tracking through issuance and renewal.
  • Coordinate with regulatory agencies to address comments, information requests, and approvals.
  • Partner with Development and Engineering teams to assess permitting feasibility, risks, timelines, and regulatory constraints during project planning.
  • Maintain organized, audit-ready permitting records and supporting documentation.

Regulatory Compliance & Reporting

  • Interpret and apply environmental regulations (e.g., Clean Air Act, Title V, NSR/PSD, TCEQ requirements) to ensure ongoing compliance.
  • Develop and maintain compliance tracking tools, calendars, and documentation systems for reporting and regulatory obligations.
  • Prepare and submit required regulatory reports and notifications, including:
    • TCEQ notifications (e.g., start of construction, start of operations/first fire)
    • Tier II hazardous chemical inventory reporting
    • Annual Emissions Inventory (AEI) or applicable inapplicability notifications
  • Prepare regulatory documentation such as TPDES Negative Applicability Determinations and similar compliance memoranda.
  • Support regulatory inspections, audits, and agency inquiries, including documentation preparation and response coordination.
  • Conduct internal compliance reviews and support continuous improvement of compliance processes and controls.

Environmental Compliance Programs

  • Administer environmental programs across multiple sites, including:
    • Spill Prevention, Control, and Countermeasure (SPCC) Plans (training, oversight, and inspections)
    • Stormwater compliance, including development and implementation of SWPPP plans
    • Waste management programs, including preparation of site-specific plans and cradle-to-grave oversight of waste streams
  • Deliver and coordinate required environmental training (e.g., SPCC), including onboarding of new site personnel.
  • Ensure proper implementation of construction-related environmental requirements, including site notices, postings, and regulatory signage.
  • Manage public notice requirements for air permits (including Title V), including coordination of multilingual publications and site postings.

Vendor & Consultant Coordination

  • Serve as a liaison between internal teams and third-party environmental consultants supporting permitting, compliance, and environmental studies.
  • Coordinate and review vendor-supported deliverables, including:
    • Phase I and Phase II Environmental Site Assessments (ESAs)
    • SPCC Plans and regulatory documentation
    • Hazardous Waste Generator applicability/non-applicability memoranda
    • Regulatory obligations matrices
    • Stack testing and associated reports
  • Monitor vendor timelines, deliverables, and quality to ensure alignment with project requirements and regulatory standards.

Cross-Functional Support

  • Partner with Operations to support permit modifications, operational changes, and ongoing compliance activities.
  • Provide guidance to field and operations teams on permit conditions, environmental requirements, and best practices.
  • Support environmental due diligence and project approvals, including early-stage environmental reviews and risk identification.
  • Monitor regulatory developments and proactively advise stakeholders on impacts to projects and operations.

Minimum Requirements:

  • Bachelor’s degree in Environmental Science, Environmental Engineering, Chemical Engineering, or a related field.
  • 5–7 years of environmental permitting experience, with a strong emphasis on air permitting.
  • Demonstrated experience preparing and submitting permit applications and supporting documentation.
  • Familiarity with air emissions calculations and regulatory frameworks (e.g., Clean Air Act programs, Title V permitting, NSR/PSD permitting).
  • Experience working with federal, state, and local environmental regulatory agencies.
  • Strong organizational and documentation skills with attention to regulatory detail.
  • Ability to manage multiple permit applications and deadlines simultaneously.
  • Strong written communication skills for regulatory submissions and agency correspondence.
  • Experience in power generation, oil & gas, or energy sector operations preferred.
  • Experience supporting environmental permitting for industrial or energy infrastructure projects preferred.
  • Knowledge of environmental compliance systems and regulatory reporting processes preferred.
