Health Care Transformation & Utilization Strategy Manager
Job Description
We are seeking a strategic and execution‑focused manager to drive network strategy and pre‑authorisation enablement initiatives, supporting patient steering and utilisation optimisation across providers and care pathways
The position will drive network‑ and utilisation‑related transformation initiatives by combining provider network strategy and pre‑authorisation (PA) enablement to support active patient steering, utilisation optimisation, and site‑of‑care shifts
The role focuses on strategy design, change enablement, and adoption, working alongside with the Network Management and Utilisation Management functions
Key Responsibilities Network Strategy & Steering Enablement Design and support steerage‑driven network strategies (e.g. preferred provider models, centres of excellence, pathway‑based networks) to direct members to high‑quality, cost‑effective providers
Identify network capability gaps and strategic opportunities impacting steerage, utilisation, and site‑of‑care objectives
Site‑of‑Care & Pathway Optimisation Identify procedures suitable for migration from inpatient to day care or lower‑cost settings
Support design of future‑state clinical and utilisation pathways in collaboration with providers and internal stakeholders
Pre‑Authorisation Strategy & Adoption Design pre‑authorisation adoption strategies across priority procedures, providers, and member touchpoints
Position PA as a behaviour‑change and utilisation‑management lever, aligned with steering and network objectives
Provider & Vendor Enablement Initiate provider engagement for PA implementation, adoption, and workflow alignment, distinct from BAU PA servicing
Support onboarding, integration, and early stabilisation of the PA vendor, ensuring alignment with steering and utilisation goals
Cross‑Functional & Network Collaboration Work closely with Provider / Network Design, Clinical, Operations, and Analytics teams to translate strategy into executable requirements
Support provider discussions related to transformation participation, not routine contracting or relationship management
Performance & KPI Enablement Track and analyse KPIs related to preferred provider utilisation, site‑of‑care shifts, PA adoption, and utilisation outcomes
Provide insights and recommendations to the Patient Steering & Utilisation Management Lead to drive corrective actions
Qualifications & Experience Required Bachelor’s degree in Healthcare, Business, Life Sciences or related field 8–12 years experience in network, utilisation, or provider strategy Experience in provider network strategy, utilisation management, or healthcare transformation Strong exposure to pre‑authorisation frameworks, provider workflows, or utilisation controls Experience working with hospitals, specialists, or ambulatory care providers Comfort operating across strategy, provider engagement, and implementation Core Competencies Strong stakeholder engagement and change‑enablement skills Ability to influence providers and internal teams without direct authority Data‑informed decision‑making and performance tracking capability Structured, outcome‑oriented execution mindset About AXA Hong Kong and Macau AXA Hong Kong and Macau is a member of the AXA Group, a leading global insurer with presence in 52 markets and serving 92 million customers worldwide
