Job Description:
Parsons is seeking a highly skilled and experienced Quantity Surveyor / Cost Estimator with a strong background in claims management to join our team in Tabuk. In this role, you will play a critical part in overseeing project budgets, managing commercial risks, and handling complex contractual claims for large-scale infrastructure and development projects.
What You'll Be Doing
Cost Estimation & Management: Prepare, review, and finalize detailed cost estimates, bills of quantities (BOQ), and budget forecasts across various project phases.
Claims & Dispute Resolution: Identify, analyze, evaluate, and manage commercial claims, variations, and extension of time (EOT) requests. Draft comprehensive claim defenses or submissions with robust contractual justification.
Contract Administration: Review contract terms and conditions to identify commercial risks and opportunities, ensuring adherence to project specifications and local regulations.
Value Engineering: Collaborate with engineering and project management teams to perform cost-benefit analyses and identify value engineering opportunities.
Commercial Reporting: Maintain accurate cost tracking logs, monitor variations, and prepare regular commercial status reports for senior leadership and clients.
What Required Skills You'll Bring
Experience: Minimum of 10 years of progressive experience in quantity surveying, cost estimation, and commercial management on large-scale infrastructure, civil, or mega-projects.
Claims Expertise: Proven, hands-on experience in claims preparation, defense, and dispute resolution. Strong familiarity with FIDIC or similar international standard forms of contract is required.
Education: Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management, or a related field. Professional certifications (e.g., MRICS, CCP) are highly advantageous.
