Job Summary
The Housing Counselor provides both housing counseling and default mortgage counseling to agency clients based on their specific need to assist them in obtaining, or maintaining safe, decent, and affordable housing. The Housing Counselor conducts financial education, individual counseling, goal setting, assessments, budgeting, and credit counseling to ensure effective and efficient delivery of services to participants.
Duties and Responsibilities
- Provides group and individual services for eligible participants.
- Provides orientation and financial education to eligible participants.
- Creates action plans and sets goals with participants.
- Provides budget and credit counseling for participants.
- Maintains accurate and complete files (hard and electronic copy) for program participants.
- Meets all performance standards and requirements for program contracts/grants for all funders, including the National Urban League.
- Informs participants and families of support and internal/external referral services connected to their financial goals.
- Submits timely and accurate reports and data related to program and participants.
- Advises immediate supervisor of needs, trends and issues within area of responsibility and recommends activities to address them.
- Serves as a liaison and contact person with mortgage loan servicers to ensure coordinated and comprehensive delivery of services to participants.
- Develops and disseminates information to groups and individuals to promote increased awareness of the Louisville Urban League and its programs.

Knowledge, Skills and Abilities
To be successful the incumbent should, at a minimum, possess skills, knowledge or abilities in the following:
- Possesses the ability to obtain the necessary HUD certifications in Housing and Foreclosure Counseling.
- Has the proven ability to facilitate and lead effective group education sessions and to deliver high-energy presentations.
- Possesses a strong understanding of home purchase process, credit reporting, and personal budgeting.
- Must have excellent presentation skills and strong business communication skills; written and oral.
- Have excellent social skills with an ability to quickly build rapport with residents, clients, partners and the general public.
- Possesses strong working knowledge of MS Office programs as well as previous experience with a client management system (CMS) / database.
- Is team-oriented and has the ability to think strategically with other staff and board leadership.
- Must be detail-oriented and comfortable managing multiple deadlines and priorities in a shifting environment including follow-up and completion of tasks. Maintains thorough files, documentation and extremely organized.
- A dependable self-starter and able to work well in a fast pace environment with minimum supervision.
- Occasional out-of-town travel and ability to work some nights/weekends.
- A valid driver’s license is required and willing to use own automobile.
- Must be highly motivated, goal oriented and bilingual a plus.
- Punctuality a must and willing to work as needed.
Education and/or Experience
- Associate’s degree or two years of college in Business, Social Work or related field and three years of housing and default mortgage counseling.
- HUD certifications in Housing and Foreclosure Counseling preferred.
- Two years of Loss Mitigation policies and procedures experience.
- Minimum one year utilizing Neighborworks Counselormax Software.
- Preferred candidates will have previous housing/financial counseling experience or knowledge/experience in banking, legal, personal money management or real estate.
