Job Description
Incumbent works under the direction of the Court Services Bureau Captain or designee, providing security and safety to employees and visitors of the Hall of Justice, Civic Center and Justice Center.
- Monitor incoming entrance screening stations and conduct screening (e.g., x-ray scanners, metal detectors, visual detection, other security practices) of persons and packages.
- Establish and maintain effective work relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
- Comply with Civil Service Rules, collective bargaining agreements, County policies, department policies and laws to create a cooperative, safe, respectful and quality work environment.
- Detect and confiscate weapons or contraband and detain the individual(s), advising supervisor.
- Obtain knowledge and enforce federal and state laws/regulations, local ordinances and adhere to Sheriff’s protocols.
- Provide armed watch over Entrance Screening Officer (ESO) I’s performing screening duties and lethal force presence/option.
- Enforce the disposal or legal containment of inappropriate items (e.g., pocket knife) prior to entry.
- Respond to questions and provide information/directions to locations (e.g., courtrooms).
- Render immediate first aid and/or cardiopulmonary measures summoning medical personnel and notifying sworn supervisor.
- Assist with emergencies (e.g., fires, fire alarms, weather emergencies, bombs or bomb threats, disturbances, mentally ill persons, other threatening or exigent situations).
- Provide service to the public and employees in a professional, helpful manner.
- Report hazardous, threatening, suspicious, potentially dangerous occurrences to sworn supervisor(s).
- Maintain knowledge of the 4th Judicial District Court rules, other pertinent rules, pertaining to security operations at the Hall of Justice, Civic Center and Justice Center.
- Prepare and maintain various records (e.g., reports, documents, logs) and other department documents.
- Operate two-way radio maintaining communication with department employees (e.g., security breech, disturbance, potentially dangerous situation, other threatening or exigent circumstance).
- Secure government buildings, maintaining facility safety and security, detaining individuals when necessary to protect the facility until transfer to sworn peace officer.
- Interact with the public at designated entrance screening locations within the government facilities.
- Read and adhere to department General Orders.
- Maintain job knowledge and skills (e.g., research, meetings, in-service training, webinars, seminars, conferences, continuing education).
- Report to work with regular, consistent attendance.
- Perform other duties as assigned and directed.
- High school diploma or equivalent required.*
- Graduation as a law enforcement officer from a state law enforcement academy required. Individuals may also be eligible if they have worked in an armed law enforcement capacity for a minimum of one (1) year either with a Federal Law Enforcement entity or with the Armed Forces.
- Three (3) years of full-time entrance screening, law enforcement or similar experience required, OR may be substituted in an armed capacity with a Federal Law Enforcement entity or armed forces upon approval by the Douglas County Sheriff.
- Completion of all qualifying certifications with an approved firearm, and recertification on a semi- annual basis with qualification of at least a 70% (unless otherwise specified) on the prescribed course of fire.
- Basic life support/cardiopulmonary resuscitation (BLS/CPR) certification within six (6) months of hire and maintained throughout employment required.
- Defensive Tactics course and Electronic Control Devices course and maintained throughout employment required.
- Maintain required certification and annual qualification with a handgun and approved intermediate less-lethal weapons required.
- Completion of a pre-employment criminal record check, conditional drug screen and physical assessment required.
- *Equivalent combination of education and work experience may be substituted for requirements on a year-for-year basis.

- Work is generally performed in a courthouse setting. Noise level is usually moderate. Work hours are typically standard day-shift hours; however, schedule may vary (e.g. days, shifts, weekends, overtime/extra hours, holidays, emergency call-in). Work involves potential exposure to hazardous or dangerous conditions, persons or substances. Work may be stressful when dealing with time constraints, multiple/changing priorities, limited resources, and uncooperative/irate individuals.
- Work requires physical activity, including extended periods of standing, sitting, walking, kneeling, bending, crouching, reaching, stooping and climbing. Incumbent must have the physical ability to protect oneself and others and control combative or disruptive persons using measures within the Douglas County Sheriff’s Office Use of Force Policy, and able to wear a uniform and carry equipment belt. Work also requires the ability to frequently lift/carry objects weighing up to 10 pounds and occasionally up to 25 pounds.
- Required sensory abilities include vision, hearing and touch. Visual abilities, correctable to normal ranges, include close, distance, color and peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Incumbent must also possess the hand-eye coordination and manual dexterity necessary to operate computers and other equipment.
