Emergency Response & Procurement Project Officer


In the Asia-Pacific region, Plan International work together with children, young people, supporters and partners in 15 countries including 3 countries in the Pacific that includes, Fiji, Solomon Island and Papua New Guinea to strive for a just world, where we are all equal.


The Emergency Response and Procurement Project Officer is responsible for supporting the management of specific emergency programmes, including the development and rollout of Detailed Implementation Plans (DIPs) and Procurement Plans (PPs), ensuring all response activities are delivered in line with Plan International’s standard policies, systems, and procedures and aligned with the priorities of the relevant authorities. The role is specifically responsible for provide lifesaving and early recovery assistance to approximately 7,000 crisis affected people across 18 communities.


The Emergency Response and Procurement Project Officer is also responsible for supporting the development and updating of humanitarian response strategies, clearly defining priorities, sequencing, and resource requirements in line with Plan International’s expertise and the evolving emergency context. The incumbent will also ensure a clear and consistent focus on the specific needs of children, in particular girls, informed by needs assessments and ongoing data collection, and provide evidence-based recommendations to the Country Director and senior management on programming options and priorities.


The position will be line managed by the Plan Solomon Islands Emergency Response Manager

 

 

Do you have what it takes to be successful in this role?


Technical Expertise and Knowledge

 

• Degree or equivalent in management or related field

• Significant field experience of managing emergency programmes in a number of humanitarian crises.

• Demonstrated experience of key practice and standards for humanitarian response such as SPHERE and CHS.

• Significant knowledge of humanitarian response, child protection and disaster risk reduction

• Conversant with the international humanitarian architecture, particularly related to coordination and funding. Demonstrated prior experience of engaging with the humanitarian coordination system and local, regional and global levels.

• Significant programming in emergencies in several continents and diverse contexts

• Experience of designing and delivering training • Able to work in English. 

• Knowledge of Plan policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct

• Requires general finance, administration, information management and telecommunication skills and proficiency in information technology/ computer skills. 

• Able to work with little supervision in humanitarian emergency and development context • Good interpersonal and team working skills

• Data management and reporting skills.

• Computer and System knowledge, SAP, MS word and excel

 

Skills 

 

• Training and facilitation 

• Project management including planning and scheduling, process design, implementation and monitoring and evaluation

• Advocacy, influencing and negotiating skills, experienced in gaining commitment from a wide range of people, bringing about change and providing support from a distance

• Networking skills

• Extensive programming experience in Gender in emergencies, particularly related to girls and adolescent girls.
