Position Overview
The Accident Prevention Planning & Execution Lead is responsible for developing, implementing, and managing the program’s Accident Prevention Plan (APP) as a critical contractual deliverable. This role ensures compliance with USACE safety standards, including EM 385-1-1, and mitigates organizational risk by proactively identifying hazards, enforcing safety protocols, and leading incident prevention and response efforts.

Key Responsibilities

  • Develop, maintain, and execute the program Accident Prevention Plan (APP) in compliance with USACE EM 385-1-1 requirements.
  • Lead safety program oversight, ensuring adherence to contractual and regulatory safety standards.
  • Conduct and manage accident investigations and reporting in accordance with defined reporting requirements.
  • Prepare and submit accident reports, including those involving Government property exceeding  USD.
  • Perform regular safety inspections, audits, and assessments to identify and mitigate risks.
  • Train team members to act as safety leads for projects requiring safety briefings or oversight.
  • Establish and enforce project-specific safety and health plans, including continuous monitoring and improvement.
  • Act as a “Competent Person” per OSHA definition: an individual capable of identifying existing and predictable hazards and authorized to take prompt corrective measures.
  • Ensure all safety practices align with USACE requirements, including hazard identification, control measures, and documentation standards.

Required Qualifications

  • Minimum 2 years of experience preparing Accident Prevention Plans, preferably aligned with EM 385-1-1.
  • Minimum 2 years of experience preparing and submitting accident reports using required reporting systems.
  • Minimum 2 years of experience conducting and managing accident investigations.
  • Minimum 2 years of experience delivering safety training and oversight for project teams.
  • Experience developing and executing project safety and health plans, including inspections and audits.
  • Demonstrated knowledge of OSHA safety standards and hazard identification practices.
  • Ability to meet “Competent Person” requirements as defined by OSHA.

Preferred Qualifications

  • Direct experience supporting USACE programs or federal safety compliance initiatives.
  • Familiarity with EM 385-1-1 reporting sections (77165–77170) and related safety documentation.
  • Experience working with government property accountability and incident reporting.
  • Strong communication and training facilitation skills in safety environments.
