Corporate Facility Security Officer
Job Description
The Corporate Facility Security Officer (CFSO) is a senior position within the Accenture Federal Services (AFS) Security and Intelligence Directorate (S&ID), leading the Program Security and Compliance Branch. The AFS CFSO is responsible for the company’s program for compliance with Industrial Security (NSIPOM/32 CFR) regulations and Intelligence Community Directives (ICDs) for AFS companies and oversees operations of the company’s FOCI mitigation program. The role is a designated Key Management Position (KMP) within AFS and an integral part of the S&ID leadership team, reporting directly to the Chief Security Officer (CSO).
The CFSO will lead 20 FSO, CSSO and FOCI Team members, in delivering an effective and compliant program. The CFSO is responsible for successful execution of DCSA, client and any internal program audits or inspections and all required compliance actions, records, documentation and incident reporting. The CFSO will ensure effective integration and collaboration across other S&ID programs such as Physical and Technical Security, Personnel Security, and Insider Threat. The successful candidate must have significant experience as a FSO in support of Industrial Security compliance, safeguarding classified information, and protection of proprietary assets. The position requires strong interpersonal, leadership and communication skills, with prior management and business acumen experience.
The Work:
- Serve as the cognizant Program Security and Compliance Branch manager, responsible for successful Industrial Security compliance and oversight on all FOCI-related matters, and execution of capabilities to fully enable AFS operations in support of all USG contracts and clients.
- Responsible for implementing a compliance strategy and approach that enables effective engagement and communication between AFS and its parent and subsidiary entities.
- Maintain relationships that are fully integrated and collaborative with AFS Contracts, Proposal, Real Estate, Legal and Delivery teams for advance awareness, proactive planning and support of all Cage Code and Facility Clearance Level (FCL) requirements.
- Ensure all Cage Code and FCL records are properly documented and maintained with DCSA for AFS operational performance and an audit ready program at all-times.
- Responsible for FOCI governance, monitoring, mitigation, updates, reporting and guidance to AFS Programs, leadership, subsidiaries and Board of Managers for compliance with the approved FOCI mitigation agreement.
- Maintain, update and apply relevant AFS policies and S&ID Standard Practices and Procedures (SPP), and provide required oversight, training and engagement for ~20 FSO, CSSO and FOCI Team members.
- Lead Program Security and Compliance Branch as a best-in-class service in pursuit of reinvention, automation, integration and efficiency initiatives for maximum support to AFS programs and clients.
- Flexible hours with a requirement for in-person presence 3-5 days/week at the AFS Chantilly office and travel to other DC-area and domestic facilities quarterly.
Here's What You Need:
- U.S. Citizenship required
- Active TS/SCI government security clearance
- Have, or ability to obtain a DoE “Q” clearance
- 8+ years of management and leadership experience
- DCSA CDSE FSO Certification and 10+ years of experience supporting DCSA and the Intelligence Community (IC) in a combination of related functions such as;
- Personnel Security processing
- Managing multiple CAGE codes, Facility Clearances and Safeguarding requirements
- Supporting Special Access Programs (SAP) and IC customer related requirements
- Facilitating numerous successful annual DCSA assessments
- Overseeing construction, operation and accreditation of a SCIF, SWA and/or SAPF
- Excellent working knowledge of the 32 CFR Part 117, Special Access Program Security Manual, ICDs (e.g. ICD 705), SEADs, NISS, SWFT, DISS, NBIS, e-APP, FOCI and ITAR
Bonus Points If you have:
- Direct experience managing FOCI programs
- 3+ years of experience in SCIF construction
- 3+ years as an Insider Threat Program Senior Official (ITPSO); completion of ITPSO curriculum
- Understanding of NIST 800-171 and CMMC Level 2 compliance requirements
- Related USG experience, credentials or certification
