PURPOSE:

APM Terminals is part of Maersk, an integrated transport and logistics company and a global leader in container shipping and ports. APM Terminals is undertaking a new significant capital and infrastructure project for the development and construction of a greenfield (standalone) container terminal and business in Laldia, Chattogram, Bangladesh. The new Business Entity is a Joint Venture between APMT Terminals BV and QNS Container Services Ltd. (local partner). The Concession Agreement was signed on 17 November 2025 and the construction activities at site are to be expected at the end of 2026. The project is planned to go ‘live’ in 2030. The goal of the project is to both construct and start-up the privately owned new container terminal, as well as expand the business value and proposition for entire region and hinterland for the main customer, Maersk.

The overall scope of this project entails the overall design, civil works (quay, yard, new buildings & facilities, Customs Inspection building, electrical systems), equipment deliveries (among other STSs and RTGs), associated IT and Automation components, operational start-up and integration of the whole into a working system ready for operational go-live.

The objective of this position is to manage, direct and control together with the Project Construction Manager the delivery of the civil packages within the project scope.

PRINCIPAL ACCOUNTABILITIES:

  • Drive and lead the civil construction – execution and delivery of all the marine, civil and building assets in the project – in line with the project’s scope, timeline, quality, budget and objectives.
  • Manage –together with the Project Construction manager / Construction Supervision Consultant – all civil contractors on the project.
  • Manage and drive site safety.

Further Responsibilities:

General

  • Manage Works supervision and control progress in a transparent manner (the execution and delivery of Works are the designers’ and contractors’ responsibilities).
  • Maintain awareness of civil requirements, risks and changes. Report progress and liaise as necessary.
  • Ensure that commissioning, safety and compliance are addressed early in the project.
  • Oversee constructability and the value engineering processes for the civil project scope.

  • Assist the Contracts Manager with the administration of the civil contracts.
  • Together with the Project Construction Manager, influence decision making processes on the Civil Infrastructure aspects of the project and cross-functionally advise the Interface, Equipment and IT/OT Managers.
  • Safety

  • Actively promote safety and assume a visible leadership role on the construction site.
  • Support that all staff maintain full awareness of safety as a priority.
  • Monitor compliance by all contractors and suppliers to APMT safety standards and policies in cooperation with the Project HSE Manager.
  • Controls & governance

  • Implement APMT project controls / project procedures to manage the construction in a forward-looking manner.
  • Track construction progress against the approved baseline and, where appropriate, ensure issues are proactively addressed, resolved and/or escalated and reported.
  • Analyse schedules, assess delays and report on (possible) mitigative or corrective measures.
  • Assess changes and their impacts and manage them in line with company procedures.
  • In line with corporate standards, implement best project management practices across the construction project and ensure they are consistently deployed by APMT staff, designers and contractors.
  • Maintain high technical standards and pioneer new techniques for improved civil assets.
  • Monitor and assess civil opportunities, risks and subsequent mitigation strategies, and track such risks through input into the project risk register.
  • Ensure the Construction Supervision Consultant fulfils his role under the Contract

Communications

  • Ensure clear communication within the construction team.
  • Ensure consistent input into project reporting.
  • Meet regularly with the designers and contractors to maintain full awareness of issues which may impact safety, scope, progress, interfaces, milestones and/or budget.
  • Address emerging issues and disputes with the Project Construction Manager.
  • Build working relations with designers and contractors to influence the good outcome of delivering a terminal ready for operations.
  • Build collaborative relationships with associated divisions and external parties.

CRITICAL QUALIFICATIONS/SKILLS/EXPERIENCE

Experience

  • Minimum 10 years relevant experience in a civil engineering and/or construction project-related environment, preferably involving marine infrastructures.
  • Project or package management experience, where exposure to project controls is preferable.
  • The person should have managed various large scale construction projects or packages with multiple reports and with clear responsibility on achieving safety, time and budget targets.

Skills

  • Have a strong understanding of design and construction, built on a solid foundation of technical engineering skills.
  • Team player, capable of motivating peers and reports in order to achieve project success.
  • Good communication skills, where sufficient level of English and Bengali is a must.
  • Driven, self-motivating, result orientated.
  • High discipline – following through on actions and ensuring necessary documentation.
  • High quality awareness and ability to work with constant care.
  • Sensitive to cultural diversity and experience in a multicultural environment, regarding colleagues, employees of designers and contractors, and other stakeholders.
