As part of the ONxpress consortium, Alstom is proudly working to transform the collective mobility of the Greater Toronto and Hamilton areas (GTHA) through the On-Corridor Works project, and we are hiring for hundreds of roles. The GO Expansion On-Corridor Works scope : new electric locomotives, fleet upgrades, train control systems, network electrification, signalling, telecommunications and digital systems, maintenance, and much more.
The External Permits Manager is responsible for the detailed execution, coordination, and tracking of all permit and approval applications, ensuring timely and compliant submissions in alignment with project requirements.
Key Responsibilities
Permit Identification & Planning
- Review project documentation (design drawings, reports, contracts) to identify all permit requirements
- Maintain a comprehensive permit register, aligned with project schedule
- Support development of submission timelines and dependencies
2. Application Preparation & Submission
- Prepare and submit permit applications, including:
- Street occupancy permits
- Road cut permits
- Building permits
- Environmental approvals (EASR, PTTW, etc.)
- TRCA and other authority permits
- Ensure all submissions:
- Are complete and compliant
- Include required supporting documentation
- Follow authority-specific processes
3. Tracking & Progress Monitoring
- Maintain and update permit trackers capturing:
- Submission dates
- Review comments
- Responses and resubmissions
- Monitor approval timelines and proactively follow up with authorities
- Highlight risks or delays to PLAA Manager
4. Stakeholder Coordination
- Coordinate meetings with external stakeholders and authorities
- Prepare:
- Agendas
- Minutes
- Action logs
- Support relationship management under direction of PLAA Manager
5. Technical & Cross-Functional Coordination
- Liaise with:
- Design teams
- Consultants
- Construction teams
- Collect required inputs for permit submissions
- Ensure alignment of submission content with design intent
6. Compliance & Documentation
- Ensure all documents and approvals are:
- Uploaded to required registries
- Properly version-controlled
- Maintain audit-ready records of all submissions and approvals
7. Issue Identification & Support
- Identify issues affecting permit approvals and escalate appropriately
- Support development of mitigation measures
- Assist in resolving authority comments
8. Lands & Access Support
- Track land access requirements and related documentation
- Prepare and submit Permit to Enter (PTE) requests
- Maintain records of land and property agreements
Experience
Mandatory:
- 3–5 years of relevant experience in permitting or infrastructure projects
- Bachelor’s degree in engineering, planning, or related field
- Strong working knowledge of regulatory processes and permit requirements
Desirable:
- Experience on transit or large infrastructure projects
- Knowledge of Ontario regulatory frameworks and legislation
- Professional certification (EIT, PMP, etc.)

Compensation
The expected compensation for this role is $105,000 – $135,000 CAD per year, plus benefits and eligibility for an annual performance bonus. Final compensation will be based on skills, experience, and internal equity.
