Asset & Maintenance Improvement Manager
Job Description
Drive stakeholder asset Lifecyle management responsibility and accountability across a diverse range of assets and maintenance disciplines across the Dubai Metro network. Lead, define and govern the primary engineering workstreams, including but not limited to Obsolescence Management (OM), Engineering Technical Investigations (ETI) and Single Point of Failure (SPoF), designed to identify, mitigate and address risks or issues impacting asset performance or reliability.
KEY RESPONSIBILITIES
Strategic
- Establish and implement processes, procedures and policies for the management and application of the business Asset Management System (AMS) in accordance with ISO 55001 standard;
- Lead the Failure Review and Corrective Action System (FRACAS) processes and practices, incorporating initiation, coordination and submission of Engineering Technical Investigations (ETI);
- Develop, maintain and govern the Obsolescence Management Plan (OMP), including coordination of inputs of critical spares identification, repair or mitigation strategies, alternate sourcing studies, and governance reporting;
- Define, govern and maintain an “Engineering Master Tracker” to facilitate the centralised and systematic tracking and monitoring of Engineering actions, including internal or external project proposals, proof-of-concepts (POC) or mitigation strategies;
- Define, implement and govern an “Engineering Calendar” to effectively monitor and track progress of primary Engineering topics against defined timescales and milestones in line with internal or contractual requirements, ensuring technical completeness, prioritisation logic, and readiness for director-level reviews;
- Lead the coordination and timely delivery of contractual Asset Management Plans, including Strategic Asset Management Plan (SAMP) and Annual Asset Management Plan (AAMP), incorporating stakeholder review and approvals. Lead the monitoring and reporting of progress for defined AAMP actions, ensuring alignment between asset strategies, maintenance regime enhancements, obsolescence inputs and MMS configurations;
- Lead the project management and governance of the Enhanced MAT (EMAT) workstream, including development of complete programme with defined milestones, deliverables and timescales;
- Support necessary Engineering strategies, including cost comparisons and evaluations, efficiency opportunities, maintenance activity gaps, and coordinate the preparation of technical documents or proposals;
- Support to scope and define Engineering-related Business Intelligence (BI) requirements, designed to enhance departmental data capabilities and awareness;
- Propose suitable developments or solutions for MMS designed to improve overall Asset Management capabilities or drive data quality improvements;
- Support the development of Asset Class Strategies, including linkage to the EMAT workstreams to define appropriate classifications;
- Define and deploy an Engineering assurance program to routinely review maintenance work records, asset documentation and other assurance validations, aligned to audit readiness and preparations
Financial
- Identify and highlight risks linked to asset management lifecycle designed to mitigate or offset financial risk, or which can promote a positive return on investment through efficiency, revenue generation or risk mitigation;
- Commercial mindset and awareness of financial risks related to asset management, contractual KPI regimes and wider impact across the business.
Stakeholder / Customer
- Leadership and line management of Asset Improvement Engineer, including performance management, skills development, and embedding a high-performance culture linked to accountability and integrity;
- Work in partnership with engineering, maintenance, and wider business stakeholders to ensure strategy delivery, including asset management objectives and plans, and driving accountability at individual and team levels;
- Foster strong working relationships with internal, client and external stakeholders to promote collaboration on asset management strategies and workstreams;
- Engage with wider Keolis subsidiaries and group representatives to facilitate asset management knowledge and best practice sharing.
Operational
- Ownership of the Failure Review and Corrective Action System (FRACAS), incorporating Engineering Technical Investigation (ETI) process, and including stakeholder coordination, action tracking and reporting, escalation as necessary, and continuous improvement of system functions;
- Coordinate and govern contractual client-facing meetings, including ETI and Maintenance Procedure Review Panel (MPRP), including minutes of meetings (MoM), action tracking and Terms of Reference (ToR) definitions;
- Routine tracking, monitoring and reporting of “Engineering Master Tracker” actions, including highlighting risk and opportunities, and readiness for director-level reviews;
- Routine tracking, monitoring and reporting of progress of “Engineering Calendar” workstreams, including highlighting risk and opportunities, and readiness for director-level reviews;
- Support the timely development and production of Reliability, Availability, Maintainability and Safety (RAMS) report, incorporating asset and component level performance against defined FMECA targets;
- Maintain and update departmental interface documents between Engineering, Maintenance and Project Management Office (PMO), and ensuring consistency with the RACI matrix and CRP principles;
- Develop, maintain and update asset management related documents, including annual plans, detailed procedures and policies, and incorporating business cases to support strategic investment in systems, processes and/or solutions to enhance system and/or asset or data capabilities;
- Coordinate improvements to Asset Configuration Change Assurance (ACCA) processes from an asset and MMS governance perspective, ensuring documentation, traceability, and alignment with assurance requirements;
- Ensure Cybersecurity policy requirements are embedded and deployed across E&M departments;
- Ensure Engineering compliance with relevant Change Management procedures and processes for any asset management related initiatives or other change requirements;
- Initiate asset performance or reliability assessments, designed to ascertain, evaluate or measure initiative effectiveness or return on investment (ROI), including projects, overhauls, proof-of-concepts (POC), mitigations strategies, or any other initiatives;
- Champion Asset Management across the business, including data completeness and accuracy of information within MMS or other business systems;
- Embed a continuous improvement culture, incorporating implementation of innovative solutions to optimise efficiencies, drive improvements to data quality, completeness and integrity, develop and streamline reporting capabilities, and enhance system capabilities;
- Implement effective corrective actions in respect of audits, investigations or reviews consistent with consultative arrangements;
- Perform and carry out duties as instructed by the AMMS Manager as instructed.
Capability / People
