Transportation Engineer 4 (Traffic Safety/Planning Section, Capital Programs Administration, PN 20055197

Located at:  District 4 Headquarters, 2088 South Arlington Road, Akron, OH  44306

What You Will Do:

The successful candidate will serve as the lead of the District Traffic Safety team within the Planning Section of the Capital Programs Administration Department in District 4.  This individual will be responsible for overseeing the study, analysis, and development of transportation plans and projects with a strong emphasis on traffic safety.

Position duties include but are not limited to:

  • Provide leadership and direction to the District Traffic Safety staff, ensuring effective performance and adherence to agency standards.

  • Administer the District's Highway Safety Program, including preparation of the annual safety work plan and the identification, development, and management of safety funding applications.

  • Facilitate and oversee safety-related applications submitted by local public agencies within the district.

  • Conduct in-depth crash data analyses to identify patterns, evaluate contributing factors, develop safety countermeasures, and prioritize high-risk locations.

  • Perform safety studies and/or oversee consultant-performed studies to ensure compliance with established procedures and technical standards.

  • Collaborate with local agencies to review crash trends, evaluate potential improvements, and pursue innovative and alternative funding opportunities to address safety concerns.

  • Participate in project scoping activities to identify opportunities for integrating safety enhancements into upcoming District projects.

  • Prepare detailed work orders for ODOT maintenance crews to implement safety improvements arising from studies, customer inquiries, and project-related crash reviews.

  • Develop and maintain advanced proficiency with traffic engineering and analysis software, including HCS, TransModeler, Synchro/SimTraffic, StreetLight, and INRIX, to support sound engineering evaluations.

  • Perform and oversee traffic signal design activities, including signal warrant analyses, signal timing development and evaluation, and the review of associated signage and lighting plans.

  • Oversee and manage all District traffic regulation functions, including state, local and work-zone speed zones; village signal permits; no-parking, no-passing, and no-engine brake zones; and school-zone extensions.

  • Engage with internal teams, local agencies, developers, Metropolitan Planning Organizations, and the general public to address traffic safety and bicycle-pedestrian planning needs, providing professional guidance on related infrastructure and safety initiatives.

  • Ensure effective public outreach on district traffic safety initiatives, including participation in Safe Communities Coalitions and other safety-focused events.

  • Evaluate consultant fee proposals, negotiate scope elements as necessary, and administer consultant contracts.

  • Direct and oversee the development and delivery of safety improvement projects within the district.

  • Evaluate fatal crash reports occurring within District.

  • Implement and monitor designated Distracted Driving Safety Corridors.

  • Coordinate with the District Pavement Engineer to identify candidate locations for skid testing due to suspected slippery-pavement conditions.

  • Lead the development of Project Initiation Packages (PIP) for awarded safety projects.

-Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license. 

-Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver’s license. 

-Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.

This position is overtime exempt based on FLSA Standards.

If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code.
