
Resident Engineer (Water Resources)
Job Description
- Supervises construction activities from Notice to Proceed (NTP) through project close-out, ensuring timely completion and adherence to contract documents, specifications, and accepted engineering practices on public infrastructure projects;
- Oversees field construction within project limits to confirm compliance with contract requirements and applicable codes;
- Manages and provides leadership to field inspection staff on infrastructure construction projects;
- Coordinates and directs all phases of construction inspection independently on water and wastewater infrastructure projects;
- Reviews and adjusts daily contractor work schedules in response to site conditions or project changes, ensuring optimal productivity and alignment with project milestones;
- Prepares, reviews, and certifies contractor pay applications, including verification of quantities and development of supporting documentation in accordance with project controls;
- Document contractor performance and enforces company and client policies, including recognition of exceptional work and documentation of any disciplinary issues;
- Monitors contractor safety programs for compliance with site-specific and regulatory safety standards, and takes necessary action to correct unsafe practices;
- Issues change orders, field orders, and memos to modify contract items as needed based on site conditions or as-built quantity calculations, in coordination with the project team;
- Collaborate frequently with Project Managers, client representatives, and city officials to communicate scope changes, track quantity adjustments, and manage impacts to the construction schedule;
- All related duties as required to ensure the successful completion of assigned infrastructure projects.
- Valid Professional Engineering License in the State of New York, with a Bachelor’s Degree in Civil Engineering, Construction Management or similar;
- A minimum of 10 years of progressive experience in construction management, including heavy civil and infrastructure projects, with demonstrated experience in estimating, bidding, scheduling, and field engineering;
- Experience as Resident Engineer managing heavy infrastructure projects and familiarity with NYCDEP procedures, processes, and project delivery standards preferred;
- Proficiency in Microsoft Office (Word, Excel, Outlook), Bluebeam, estimating and scheduling software, and web-based document collaboration tools required;
- Ability to understand and interpret written specifications, plans, and construction documents for work orders and build documents
- Ability to effectively and tactfully communicate with clients, supervisors, and inspectors regarding specifications and qualification test results;
- A valid, clean driver’s license and personal vehicle to travel to job sites is preferred.
- Assume a stationary position;
- Handle, inspect, and/or feel documents, materials and/or equipment relevant to the job;
- Communicate with colleagues, supervisors, and clients using Company email and telephone systems;
- Move around on the job-site, including ascending or descending on the landscape or on a ladder, and positioning oneself appropriately to access necessary testing materials and equipment, usually for prolonged periods of time,
- Lift and/or move up to 10 lbs. for some types of monitoring and inspections,
- Good visual skills, including focused depth perception, and
- Regular daily operations of a motor-vehicle or use of public transportation, which may require remaining stationary for extended periods of time.

Pay Range: $176,000 - $220,000 per year
