Job Description

Job Summary

Performs professional engineering work in project development, design, and construction management under the direction of a licensed Professional Engineer. Ensures compliance with applicable federal, state, and local regulations, standards, and policies. Work involves coordination with other departments, consultants, contractors, and the public. Position requires progressively responsible engineering experience and the ability to perform tasks with increasing independence. Performs related duties as assigned.

Essential Job Functions

  • Assist in the study, design, and preparation of plans for public infrastructure projects, including streets, water, sewer, storm drainage, and other municipal improvements.
  • Review plans, maps, specifications, and cost estimates for accuracy and compliance with engineering standards and regulations.
  • Coordinate with engineers, developers, and contractors on public works and subdivision projects, recommending modifications as needed.
  • Participate in public meetings to provide technical information and respond to questions or concerns.
  • Assist in maintaining and updating City maps and data using AutoCAD and GIS software.
  • Occasionally present engineering-related items to City boards or committees under supervision, will be required to attend various boards or committees.
  • Prepare technical reports, specifications, and supporting project documentation.
  • Conduct field inspections for public infrastructure, utilities, traffic, and other engineering projects to verify compliance with approved plans and City standards.
  • Support project management activities, including monitoring contractor performance, preparing payment recommendations, identifying schedule issues, and assisting with construction safety compliance under supervision.
  • Assist in developing longrange capital improvement plans and budgets.
  • Perform engineering calculations for design, surveying, and construction activities.
  • Explain City policies and ordinances related to engineering and public works projects.
  • Conduct construction inspections, perform technical research, troubleshoot engineering issues, and assist with traffic analysis and data collection.
  • Use engineering software for roadway, hydraulic, and traffic design, as well as other computeraided engineering tools.
  • Maintain regular and reliable attendance.
  • Position supports development toward Professional Engineer (PE) licensure.
  • Perform related duties as assigned, including work during emergencies or after-hours events.

Minimum Qualifications & Requirements

  • Bachelor's Degree in Engineering, or a related field from an accredited university.
  • EngineerinTraining (EIT) certification preferred; must obtain within one (1) year of employment.
  • One (1) to three (3) years of relevant engineering experience.
  • Applicant must pass pre-employment criminal background check and drug screen at City's expense.
  • Valid Texas Class "C" driver's license and insurable by City standards.
  • Ability to complete required Emergency Management and Incident Command training.
  • Bilingual English/Spanish Preferred.

Knowledge, Skills, and Abilities

  • Knowledge of federal, state, and local regulations related to public works construction.
  • Knowledge of engineering principles, methods, and materials used in the design and construction of municipal infrastructure.
  • Familiarity with engineering mathematics, CAD drafting, surveying practices, and technical tools commonly used in the profession.
  • Ability to interpret plans, specifications, and technical documents and assist in conducting project inspections.
  • Read and interpret plans and specifications and conduct inspections for various public works projects for determining compliance.
  • Ability to assist in preparing and reviewing engineering plans, studies, and reports under supervision.
  • Ability to prepare preliminary plans and specifications for public bidding under the direction of supervisory staff.
  • Proficiency with CAD, GIS, GPS survey equipment, and related engineering software.
  • Strong communication, organizational, and timemanagement skills.
  • Ability to manage multiple tasks, work independently with guidance, and maintain effective working relationships.
  • Proficiency in standard office and dataprocessing software.
  • Must have problem-solving, communication, teamwork, customer service orientation skills.

Working Conditions/Physical Demands

Work may require navigating construction sites, uneven terrain, and outdoor conditions. Occasional walking, standing, stooping, and lifting up to 40 lbs. Occasional exposure to weather, construction site hazards, noise, dust or traffic exposure. May require work outside normal business hours in emergency situations.
