Job Description:

We are seeking an experienced Project Manager to lead complex federal construction projects across the Mid-Atlantic and Eastern U.S. supporting NAVFAC, USACE, and other federal agencies.

This role encompasses a broad range of project types including multiple types of horizontal and vertical construction not limited to ground up new construction, renovations, utilities, medium to high voltage electrical, and heavy civil infrastructure. The Project Manager will be responsible for successfully delivering projects across diverse scopes and contract types.

The ideal candidate is a self-driven leader who thrives in demanding environments, operates with minimal oversight, and consistently delivers projects safely, on time, and within budget while maintaining strong client relationships.

Projects may include new ground up building construction, adaptive re-use of existing facilities, renovation, demolition, substations, navigation locks, dams, piers, dry docks, levees, floodwalls, utility systems, and site development, delivered through procurement methods such as Design-Bid-Build, Design-Build, MATOC, MACC, and IDIQ contracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead all aspects of project execution from preconstruction through closeout.
  • Establish project objectives, policies, procedures, and performance standards in alignment with corporate goals.
  • Develop and implement project work plans, staffing strategies, and resource allocation.
  • Direct and coordinate efforts of superintendents, engineers, subcontractors, and support staff.
  • Drive a culture of accountability, collaboration, and high performance across project teams.
  • Serve as the primary point of contact with Contracting Officers (KO), CORs, ROICCs, and Resident Engineers.
  • Maintain proactive and professional communication with clients to ensure alignment and satisfaction.
  • Represent the company at all project meetings, including owner progress meetings and partnering sessions.
  • Coordinate effectively with government agencies, subcontractors, and stakeholders.
  • Develop, manage, and analyze CPM-based project schedules.
  • Ensure projects are delivered on schedule through proactive planning and issue resolution.
  • Maintain full financial accountability, including budgeting, forecasting, cost control, and profit/loss management.
  • Review cost reports, production data, and progress metrics to ensure financial performance targets are met.
  • Manage compliance with NAVFAC and USACE requirements, including:
    • RMS/QCS and eCMS systems
    • Submittals, RFIs, and contract correspondence
    • Change orders, REAs, and claims documentation
  • Ensure proper execution of government quality control processes, including three-phase inspections.
  • Maintain thorough and accurate project documentation in accordance with federal standards.
  • Ensure strict adherence to EM 385-1-1 safety requirements and company safety policies.
  • Support development and review of Activity Hazard Analyses (AHA).
  • Provide oversight of the project’s Quality Control program to ensure compliance with contract requirements.
  • Promote a safety-first culture and ensure all work is executed safely and responsibly.
  • Lead daily coordination meetings, weekly scheduling meetings, and monthly safety meetings.
  • Mentor, coach, and develop project team members.
  • Foster a team-oriented environment that encourages collaboration and continuous improvement.

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field
  • Minimum 10+ years of experience managing large-scale construction projects
  • Demonstrated experience managing NAVFAC and/or USACE projects
  • Strong knowledge of federal construction processes, contract requirements, and documentation standards
  • Experience with CPM scheduling tools
  • Strong financial management and budgeting experience
  • Professional Engineer (PE) license is a plus but not required

KNOWLEDGE, SKILLS AND ABILITIES

  • Thorough understanding of construction practices, contract delivery methods, and federal procurement processes
  • Working knowledge of RMS/QCS, eCMS, and federal project controls systems
  • Strong knowledge of EM 385-1-1 safety standards
  • Exceptional verbal and written communication skills
  • Ability to manage multiple priorities in a fast-paced environment
  • Strong analytical and problem-solving skills
