Onsite Position

Overview:   

Cortek is seeking a Program Manager to support the Program Division within the Bureau of Arms Control and Nonproliferation's Office of Weapons of Mass Destruction Response and Planning (ACN/WRP). ACN/WRP safeguards the Homeland, American citizens, and U.S. national security interests by countering threats from malicious actors seeking to acquire or use WMD and related delivery systems. ACN/WRP enables foreign governments to anticipate, counter, and respond to WMD-enabled threats, including those involving unmanned aircraft systems (UAS), by promoting U.S. best practices, legal frameworks, operational standards, and American technology. Through national action plans (NAPs), ACN/WRP embeds U.S. standards directly into host government counter-UAS architectures, ensuring seamless coordination to protect American military installations, embassies, critical infrastructure, and other U.S. interests. ACN/WRP also strengthens foreign government response capabilities for catastrophic chemical, biological, radiological, and nuclear (CBRN) incidents to protect American citizens and support the security of U.S. military personnel and assets abroad.

Key Responsibilities:

  • Develop and implement national security programming to strengthen foreign governments' ability to anticipate, counter, and respond to WMD-enabled threats, including WMD threats from unmanned aircraft systems, and to strengthen governments' catastrophic CBRN incident preparedness and response;
  • Lead program planning for assigned countries, regions, or threats, prioritizing efforts based on U.S. interests, the threat environment, and the willingness and capability of partner governments;
  • Oversee project management activities, including monitoring cost, scope, and schedule, to ensure effective implementation and progress toward defined objectives;
  • Coordinate and share information across the ACN bureau, as well as with the Bureaus of Counter Terrorism (CT), International Narcotics and Law Enforcement Affairs (INL), Political-Military Affairs (PM), other U.S. government stakeholders, and international partners to maximize the impact of ACN/WRP programming;
  • Build and maintain strong working relationships with foreign government counterparts to promote legal frameworks, operational standards, and the adoption of U.S. technology for WMD and C‑UAS threat mitigation and CBRN response;
  • Represent ACN/WRP's equities in inter‑ and intra‑agency meetings and task forces to share programmatic information and coordinate on U.S. security assistance efforts;
  • Travel domestically and/or overseas as needed; and
  • Prepare briefing materials and congressional correspondence as needed

Desired Qualifications:

  • Experience in program/project management;
  • Excellent verbal and written communication skills, time management skills, collaborative work style, and strong interpersonal and team skills;
  • Experience writing and clearing State Department documents such as Action Memos, Briefing Check Lists, opening remarks, and similar documents.
  • Experience working with U.S. embassies, interagency partners, international organizations, and/or foreign governments on countering WMD terrorism threats;
  • Demonstrable professional experience engaging with foreign governments on WMD terrorism policy, diplomatic, and programming topics;
  • Familiarity with U.S. nonproliferation and foreign policy objectives concerning non-state actors;
  • Familiarity with Department of State and/or USG processes.
  • Valid U.S. passport;

Clearance:

  • Active Secret-Level Clearance. (TS w/SCI eligibility preferred).
