Job Description
The Infrastructure Program Manager – Cleared will play a key role in leading the successful execution of complex, large-scale infrastructure modernization initiatives across secure federal environments. This includes data center transformation, enterprise network upgrades, cloud and hybrid infrastructure deployments, and base-level modernization efforts.
This position requires a seasoned program leader with experience delivering mission-critical infrastructure programs within Department of Defense (DoD) or Intelligence Community (IC) environments. The role will serve as the primary interface between technical teams, government stakeholders, and delivery leadership—ensuring alignment between mission objectives and infrastructure solutions.
The Infrastructure Program Manager will drive end-to-end program execution, oversee cross-functional delivery teams, and ensure the implementation of secure, scalable, and resilient infrastructure solutions in support of national security operations.
What You Will Do
- Serve as the primary program lead for large-scale infrastructure modernization initiatives, including data center, network, cloud, and base infrastructure transformation efforts
- Lead program execution from initial planning through delivery and operational transition, ensuring alignment with contract requirements, scope, schedule, and budget
- Coordinate cross-functional teams across engineering, network, cloud, cybersecurity, and operations to deliver integrated infrastructure solutions
- Drive the planning, design, deployment, and integration of enterprise IT infrastructure, including:
- Data center and edge infrastructure environments
- Enterprise networking (LAN/WAN, transport, secure communications)
- Cloud and hybrid infrastructure (AWS, Azure, private cloud)
- Base or installation-level technology modernization initiatives
- Interface directly with government stakeholders, program leadership, and contracting officers to ensure successful program execution and stakeholder alignment
- Develop and manage integrated master schedules (IMS), program roadmaps, and executive-level reporting (status, risks, financials, deliverables)
- Identify, track, and mitigate program risks, dependencies, and issues across technical and operational workstreams
- Ensure compliance with DoD and federal standards, including cybersecurity, RMF, and mission assurance requirements
- Oversee vendor and partner performance, subcontractor coordination, and delivery accountability
- Translate complex technical concepts into actionable program strategies and executive-level communications
- Drive continuous improvement across program execution, delivery processes, and infrastructure modernization strategies
What We Expect of You (Required Qualifications)
- Active Top Secret clearance with SCI access (TS/SCI) required
- Bachelor’s degree in engineering, Information Technology, Computer Science, or related field (or equivalent experience) and 10+ years of program or project management experience supporting federal, DoD, or IC environments, OR 14 years of program or project management experience supporting federal, DoD, or IC environments,
- Proven experience managing large-scale infrastructure programs (data center, network, cloud, or enterprise IT modernization)
- Demonstrated experience leading cross-functional technical teams in secure or classified environments
- Strong understanding of enterprise infrastructure domains, including networking, cloud architecture, and data center operations
- Experience managing program scope, schedule, budget, and performance across multi-workstream initiatives
- Ability to interface effectively with senior government stakeholders and provide executive-level briefings
- Strong risk management, stakeholder management, and program governance experience
- Excellent written and verbal communication skills
- Project Management Professional (PMP) certification, a plus
- Experience supporting DoD base modernization, installation IT, or mission-critical infrastructure programs, a plus
- Familiarity with cloud platforms (AWS, Azure, hybrid environments) and infrastructure transformation initiatives, a plus
- Knowledge of DoD cybersecurity frameworks (RMF, NIST, Zero Trust), a plus
- Experience developing and managing Integrated Master Schedules (IMS) and program dashboards, a plus
- Background working with system integrators, defense contractors, or large-scale federal IT service providers (e.g., Leidos, SAIC, Booz Allen, GDIT, Accenture Federal), a plus
- Experience supporting classified environments or SCIF operations, a plus

- Location: Seal Beach, CA (onsite work required due to clearance)
- Travel: Up to 20% as needed to support program and customer engagements
