Serco is seeking a Vice President of Technical Operations to be responsible for driving the execution of the organization's technology strategy. Reporting directly to the Chief Technology Officer (CTO), this executive oversees the evaluation, adoption, and operationalization of emerging technologies, ensuring alignment with business objectives, customer needs, and long-term growth initiatives.
This role serves as the bridge between technology innovation and operational excellence, leading cross-functional teams responsible for advanced technology solutions, technical consulting services, strategic technology assessments, and complex customer engagements. The Vice President partners closely with executive leadership, product, engineering, sales, and customer success organizations to identify opportunities for innovation, improve technology delivery, and accelerate business transformation.
The position has full-time teleworking with required travel to primary Serco locations/sites including Herndon, VA, San Diego, CA - Chesapeake/Virginia Beach, VA - Orlando, FL
In this role, you will:
- Establish vision, strategy, and execution plans aligned with corporate objectives.
- Drive evaluation, incubation, and deployment of emerging technologies, including AI, automation, cloud platforms, cybersecurity, data analytics, and next-generation infrastructure solutions.
- Develop and oversee technical consulting services that help customers solve complex business and technology challenges.
- Partner with the CTO to define technology roadmaps, innovation strategies, and operational priorities.
- Establish and maintain technology governance, operational standards, and best practices across technical organizations.
- Manage technical operations, resource planning, budget oversight, and organizational performance metrics.
- Foster a culture of innovation, continuous improvement, and technical excellence.
- Build and mentor high-performing teams of architects, consultants, engineers, and technical program leaders.
- Collaborate with sales and business development teams to support growth initiatives, solution development, and strategic partnerships.
To be successful in this role, you will have:
- Ability to obtain and maintain a DoD Secret security clearance
- U.S Citizenship required
- Bachelor's Degree and a minimum of 10 years of operations experience in a government contracting environment
- OR a Master's degree with minimum 8 years of finance and program control experience in a government contracting environment
- Minimum 6 years of experience leading and developing a team
- Demonstrated ability to work as part of a collaborative team with a focus on high professional standards, strong follow-up and successful project execution
- Knowledge of general and corporate business practices, government contracting regulations and principles, DCAA compliance and audits, and accounting and finance principles
- Must be versed in various contract vehicles, i.e., CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.
- Advanced Proficiency in MS Excel required
- Ability to travel occasionally (25% or less) within the United States
Additional desired skills and experience:
- Advanced knowledge of Deltek Costpoint Project and Revenue modules strongly preferred

Salary range: The range for this position can be found at the top of this posting. This range is provided as a general guideline and represents a good faith estimate across all experience levels. Actual base salary will be determined by a variety of factors, including but not limited to, the scope of the role, relevant experience, job-related knowledge, education and training, key skills, and geographic market considerations. For roles available in multiple states, the range may vary to reflect differences in local labor markets.
