The Maintenance Standards & QA Manager will be responsible for leading maintenance standardization, operational consistency, and execution oversight across all supported contractor work centers, personnel, and operated programs.  This role focuses primarily on strengthening maintenance execution through standardized practices, operational discipline, field assessments, compliance visibility, and continuous improvement initiatives designed to improve consistency across sites, programs, and customers.  The position serves as a strategic operational resource responsible for reinforcing maintenance standards, reducing site-to-site variability, identifying execution gaps, and improving the overall quality and consistency of field maintenance operations.  While Quality Assurance (QA) remains an important component of the role, the primary emphasis is on maintenance operational standardization, execution discipline, and sustainment of enterprise maintenance expectations across the field.  Working closely with Field Operations, Site Management, Safety, Training, QA, and functional leadership teams, the Maintenance Standards & QA Manager ensures maintenance activities are executed safely, consistently, and in alignment with approved procedures, customer requirements, contractual obligations, and enterprise operational standards.  This position may oversee Quality Assurance Representatives (QARs), Collateral Duty Inspectors (CDIs), Subject Matter Experts (SMEs), and other operational support personnel in support of standards enforcement, field assessments, operational reviews, audit readiness, and continuous improvement initiatives.  As the role matures, responsibilities may expand to include broader governance, development, and oversight of Flight Operations Procedures (FOPs) and Ground Operations Procedures (GOPs) in support of evolving program and customer requirements.

 

DUTIES AND RESPONSBILTIES:

Maintenance Standardization and Operational Oversight

  • Lead efforts to strengthen maintenance standardization, operational consistency, and execution discipline across multiple sites, programs, and supported customers.
  • Evaluate maintenance operations to identify execution gaps, process drift, inconsistent practices, and opportunities to improve maintenance quality and operational effectiveness.
  • Develop, reinforce, and sustain standardized maintenance practices, operational expectations, inspection processes, and execution frameworks across supported locations.
  • Conduct field assessments, operational reviews, standards evaluations, and oversight activities to validate maintenance execution and reinforce enterprise maintenance expectations.
  • Partner cross-functionally with Field Operations, Site Management, Safety, Training, Enterprise QA, and leadership teams to support operational effectiveness and improve field execution consistency.
  • Provide operational visibility, standards reinforcement, and execution assessments to proactively identify risks, improvement opportunities, and operational concerns related to maintenance quality, compliance, and execution performance.
  • Support field execution initiatives through regular travel, site visits, operational reviews, audits, and collaboration with Subject Matter Experts (SMEs) to reinforce standards, share best practices, and support corrective actions.
  • Lead or support root cause analysis and corrective/preventive action (CAPA) activities related to maintenance discrepancies, process nonconformances, operational concerns, and safety-related findings.
  • Identify recurring trends, systemic issues, and operational risks through analysis of field observations, audits, assessments, safety reporting, and operational feedback.
  • Coordinate closely with functional leadership to deconflict operational priorities, site engagements, audits, travel, and support activities.
Quality Oversight and Compliance
  • Support the development, maintenance, and execution of Quality Assurance (QA) processes and oversight activities across supported work centers and programs.
  • Ensure QA-related activities align with applicable customer, contractual, technical, regulatory, and organizational requirements, including COMNAVAIRFORINST 4790.2E and DCMA INST 8210-1 (series), where applicable.
  • Reinforce QA policies, inspection requirements, compliance expectations, and operational accountability across supported locations.
  • Provide leadership, guidance, and oversight to QARs, CDIs, CDQARs, and other QA personnel to ensure consistency in inspection practices, maintenance verification, and standards compliance.
  • Support audit readiness efforts and assist in ensuring operational practices remain aligned with approved procedures, technical publications, and governing directives.
Future Growth / Operational Governance
  • Support the future development, governance, and sustainment of Flight Operations Procedures (FOPs) and Ground Operations Procedures (GOPs) as operational requirements and program scope evolve.
  • Assist in ensuring operational procedures accurately reflect current aircraft capabilities, maintenance practices, customer expectations, and field execution requirements.
  • Coordinate with leadership, customers, and applicable stakeholders to support implementation, standardization, sustainment, and future governance efforts tied to operational procedures, execution frameworks, and pending new programs associated with tentative contract awards and operational growth initiatives.
