Features and Strengths
Support the preservation of corporate value and sustainable growth of our business by providing services such as Rakuten Pay, Rakuten Cash, Rakuten Point Card, and Rakuten Edy. By identifying and actively managing and controlling risks across the entire Product Development Division, we will ensure compliance with laws and regulations, data security, and reliability. In addition, we will establish a flexible monitoring system and appropriate strategies to respond to risks and changes, thereby supporting the sustainable development of our business.
The three lines of defense in risk management is a basic approach to managing and understanding risk. Our department acts as the 1.5th line of defense, supporting the 2nd line and 1st line, and establishing a system to appropriately manage risk by developing policies and regulations, conducting risk assessments, and designing and monitoring internal controls. In addition, you will also be responsible for the same organization at Rakuten Edy, Inc. a subsidiary of Rakuten Payment, Inc.
The responsibilities of this department are as follows:
Overall risk management, system risk management, incident management, anti-money laundering and counter-terrorist financing measures, procurement vendor management, internal policy management, self-inspection coordination and monitoring, BCP management, personal data management system development, and data control.

Job Description
You will be engaged in multiple tasks at the staff level. Over time, you will be expected to take on roles at higher management levels.
- System risk management (risk identification, assessment, corrective proposal, risk response support)
- System incident management (statistical analysis, first-line root cause analysis, and monitoring of recurrence prevention)
- Support for the development and formulation of internal regulations
- Compliance with various guidelines issued by the Financial Services Agency
- Governance development necessary for an important infrastructure company
- Preparation of internal reports related to the above, data collection, aggregation, and management, as well as meeting operations, etc.
Mandatory Qualifications:
- At least 3 years of practical experience in any of the following areas: system development, system operation, system infrastructure construction, project management, system security, cyber security, or other areas related to information system risk, governance, or compliance.
- TOEIC score of 800 or higher, or motivation to obtain an equivalent score within two years.
Desired Qualifications:
- Experience in system risk management, information security, IT auditing, or related fields, Experience in risk assessment for IT projects and system deployments
- Communication skills (because collaboration with within our department and other departments is required)
- Motivation to learn and motivation to grow (even inexperienced people have the motivation to properly understand the work and grow)
- Teamwork (Cooperation and building cooperative relationships in our department)
