Description:
Purpose:
Planning & Preparedness
- Develop, update, and maintain emergency management plans, including evacuation, continuity of operations (COOP), and disaster recovery plans
- Conduct hazard vulnerability assessments and risk analyses
- Collaborate with internal departments and external agencies to ensure coordinated preparedness efforts
- Design and implement emergency response protocols and procedures
Training & Exercises
- Develop and deliver training programs on emergency response and preparedness
- Coordinate drills and simulation exercises (e.g., tabletop, functional, full-scale exercises)
- Evaluate exercise outcomes and implement improvements
Response Coordination
- Support incident response operations during emergencies
- Serve in a role within the Incident Command System (ICS) structure
- Coordinate communication between stakeholders, first responders, and leadership
- Monitor situations and provide timely updates and recommendations
Recovery & Continuity
- Assist in post-incident recovery efforts and damage assessments
- Support business continuity and disaster recovery initiatives
- Document lessons learned and update plans accordingly
Compliance & Reporting
- Ensure compliance with federal, state, and local emergency management regulations (e.g., FEMA, DHS, OSHA)
- Maintain documentation, reports, and records related to emergency programs
- Apply for and manage grants related to emergency preparedness
Minimum Qualifications
- Bachelor’s degree in Emergency Management, Public Administration, Homeland Security, or related field
- 3–5+ years of experience in emergency management or disaster response
- Knowledge of FEMA frameworks, NIMS (National Incident Management System), and ICS
- Strong organizational, analytical, and communication skills
- Ability to work under pressure and respond to emergencies outside normal hours
Preferred Qualifications
- Certified Emergency Manager (CEM) or Associate Emergency Manager (AEM)
- Experience with business continuity planning
- Familiarity with GIS or emergency management software systems
- Experience working with government agencies or healthcare systems
