Job Description

The primary objective of this classification is to execute unskilled and semi-skilled manual tasks related to the construction, maintenance, and upkeep of county streets, roads, rights-of-way, public facilities, property, and other infrastructure as part of a public works crew.


Engages in manual labor to support construction, maintenance, and upkeep projects, including lifting, moving, loading, and unloading materials, equipment, tools, furniture, and supplies; digging ditches, trenches, and holes manually or using power equipment; and shoveling, raking, spreading, compacting, and leveling dirt, rock, asphalt, cement, and other materials. Retrieves supplies, materials, tools, equipment, and other items and performs various errands as needed; collects and transports materials, supplies, tools, and equipment to and from the worksite; and removes litter, debris, and deceased animals from roadways and other County property.


Adheres to established safety procedures, utilizing safety equipment and protective gear; monitors the work environment to ensure the safety of employees and others; monitors traffic conditions surrounding trucks and equipment to identify obstructions, pedestrians, or unsafe traffic conditions; flags and directs traffic, and places markers, signs, and cones around project and work sites to ensure the safety of the crew and the traveling public; and reports any incidents, accidents, problems, or unusual situations.


Performs various manual tasks to support street, roadway, and drainage projects, including installing and removing sidewalks, curbs, gutters, and culverts; clearing and repairing ditches; clearing drainage obstructions from culverts, ditches, and gutters; laying and smoothing asphalt; repairing asphalt and concrete; patching and repairing potholes in road surfaces; compacting road surfaces and packing ground materials; installing and repairing pipe; and installing reflective markers in streets.


Carries out manual work functions associated with construction and maintenance projects for stormwater drainage systems, including installing and repairing pipe (laying and cutting pipes); building and repairing manholes, catch basins; replacing grit screens; constructing, repairing, and clearing ditches; clearing drainage obstructions; breaking up pipes and concrete; assisting equipment operators with site preparation and operation of jet-vac equipment; mixing cement; and performing related labor.


Executes various tasks involving grounds or roadside maintenance projects, such as mowing grass; edging buildings, roadways, landscaped areas, driveways, and sidewalks; planting and maintaining trees, shrubs, and flowers; watering landscaped areas; cutting down trees; pruning tree limbs, hedges, and shrubs; picking up and disposing of tree limbs, brush, and other materials from grounds or right-of-way areas; mulching leaves; spreading pine straw, mulch, sand, gravel, or other grounds materials; laying sod or spreading grass seed; applying fertilizer, pesticide, and herbicide; applying salt and sand during icy weather; raking ground materials; blowing leaves and debris from walkways or grounds; picking up and disposing of debris and litter from ground areas; emptying trash containers; digging holes and trenches, and shoveling materials.


Performs various tasks involving building maintenance projects, including cleaning buildings, restrooms, or other facilities; mopping, sweeping, stripping, waxing, and buffing floor surfaces; troubleshooting plumbing problems and clearing stopped drains; troubleshooting basic electrical problems; replacing batteries, light bulbs, and ballasts; painting interior and exterior surfaces and equipment; repairing roofing; installing tile flooring; performing concrete and asphalt work; and pressure-washing building surfaces and concrete areas.


Assists in setting up special events and activities; installs, erects, or hangs holiday decorations; assists with traffic control during events; and assists with cleanup after events.


Operates a variety of machinery, equipment, and tools associated with department projects, which may include a service truck, pump, probing rod, tamper, jackhammer, lawn mower, riding mower, edger, weedeater, chipper and mulcher, leaf blower, sod cutter, spreader, tiller, chain saw, power saw, hand saw, concrete saw, air compressor, pickaxe, sledgehammer, rake, posthole digger, shovel, hand tools, measuring instruments, or two-way radio.


Performs general cleaning and maintenance tasks to keep equipment and tools in operable condition, which may include inspecting equipment, checking and replacing fluids, refueling vehicles, performing minor equipment repairs, greasing equipment, sharpening blades, replacing parts, washing and cleaning equipment, or cleaning shop or work areas; monitors equipment operations to maintain efficiency and safety; and reports faulty equipment.


Gathers equipment, tools, parts, and supplies needed to conduct work activities, ensuring availability of adequate parts and materials to conduct work activities; initiates requests for new or replacement materials as required. Prepares or completes various forms, reports, correspondence, checklists, work orders, service tickets, vehicle and equipment maintenance records, or other documents.

Provides coverage during special events and activities as needed; responds to emergency and disaster situations as needed; provides assistance to other employees or departments as needed; and performs other related duties as required.


Performs other related duties as assigned.


Minimum Qualifications


High school diploma or GED preferred; previous work experience involving equipment operation or construction and maintenance work preferred.

Must possess and maintain a valid Driver's License.
Depending on area of assignment, must obtain and maintain Flagging Certification within the timeframes established by the department. 
Additional certifications may be required based on assignment.

Tasks require the ability to exert heavy physical effort in heavy work, with greater emphasis on climbing and balancing, but typically also involving some combination of stooping, kneeling, crouching, and crawling, and the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds); may occasionally involve heavier objects and materials (up to 100 pounds).

Sensory Requirements

Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors

Performance of essential functions may require exposure to such adverse environmental conditions as high pressure gas & water lines, insects, poisonous plants, animals, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, toxic agents, electric currents, disease, raw sewage, blood, or pathogenic substances.
