
Spirit Defense - Estimating and Pricing Senior Manager
Job Description

Responsibilities
Position Responsibilities:
- Lead the development and review of detailed BoE’s for proposals including labor, material, subcontractor, and other direct costs.
- Ensure BoE’s are compliant with FAR, DFARS, Cost Accounting Standards (CAS) and internal policies.
- Guarantee that all BoE’s are fully documented, traceable and audit-ready for both internal and external reviews.
- Manage and mentor a dedicated team of cost estimators and analysts.
- Collaborate with engineering, program management, supply chain, finance and contracts teams to gather inputs and assumptions.
- Establish standardized BoE templates, tools, and best practices to improve consistency and efficiency.
- Conduct cost analysis, risk assessments, and sensitivity analyses to support pricing strategies.
- Support proposal reviews, including color team reviews and executive briefings.
- Work closely with the functional leaders and proposal operations to ensure that BoE’s are incorporated into proposal submissions in a timely manner.
- Interface with government customers and auditors as needed to defend estimates.
- Lead efforts to improve estimating processes, tools and data repositories.
- Develop cost estimates, proposals, and business decision data for product development and established programs, changes in company products or processes, and other management requests to enhance the revenue of existing contracts and the support for the pursuit of new business.
- Uses historical data and engineering task and hardware descriptions and applies regression analysis or other estimating tools and methods to develop parametric estimates and should cost analyses and/or develop labor, material, and other non-labor cost estimates.
- Manages the process to collect cost data from functional representatives, subcontractors, and vendors and applies appropriate cost estimating rates and factors to estimates.
- Develops and maintains estimating tools, data and cost estimating relationships.
- Provides cost and/or price information and financial analysis to cross-functional teams, management, and customers.
- Participates in fact-finding and negotiations with government and customers.
- Supports the proposal managers and independent cost estimates(ICE) to generate the Price to Win in the new business acquisition process.
Qualifications
Basic Qualifications (Required Skills and Experience):
- Ability to obtain a U.S. Secret Security Clearance and Special Program Access (for which the U.S. Government requires U.S. Citizenship)
- Bachelor’s degree in Finance, Accounting, Business, Engineering or related field.
- 5+ years of experience in cost estimating, pricing, or financial analysis within a DoD contracting environment or relevant experience.
- Compliance experience and strong knowledge of FAR, DFARS proposal requirements.
- Experience developing and reviewing BoEs for complex proposals to include Cost-Plus Fixed Fee, Firm Fixed Price, and Time & Material.
- Proven leadership or supervisory experience.
- Strong analytical, organizational and communication skills.
- Proficiency in estimating tools.
Preferred Qualifications (Desired Skills/Experience):
- Master’s degree (MBA or related field).
- Professional certifications (e.g., CCEA, CPA, PMP).
- Experience supporting large-scale, multi-year defense programs.
- Familiarity with pricing tools like ProPricer or SEER.

Summary Pay Range: $116,400- $178,500
