Job Description
The Utah State Board of Education is looking for a Director of Legislative Affairs. This position reports to the State Superintendent and is responsible for monitoring and interpreting state legislation, appropriations and authorizations, and proposed or existing state regulations, keeps executive staff informed of impacts to the applicable agency and advises and develops policy responses. May serve on various boards, councils, committees, or task forces to coordinate department activities and facilitate alignment to department goals and initiatives. Incumbents must be able to work extended hours and on weekends as needed, especially while the Legislature is in session. This position requires the incumbent to work a minimum of 2 days in our Salt Lake City, UT office with the remaining days remote. Responsibilities Helps ensure department policies, rules, and state statutes are fully implemented. Knows legislative issues the department is facing and ensures legislative partners receive information necessary to pass effective laws. Participates in establishing direction, goals, and policies. Meets with staff in all operational units to determine needs and challenges. Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines, etc. Represents agency interests on key legislative issues, task forces, committees, etc., and/or draft legislation, find sponsors, propose amendments, etc. Ensure that legislation is implemented and followed. Works with management and legislators if there are concerns in implementation. Collaboratively work with other sections within USBE to identify legislative priorities and build relationships with legislators. Identify and prioritize system changes and improvements in legislative processes. Demonstrate and utilize knowledge and understanding of best practices in working with the legislature. Reviews legislation to determine impact on the operation of an agency or the state. Gives recommendations regarding implementation of passed legislation. Tracks current events, legislation and other issues of interest to management and the agency.
