We are searching for the best talent for a Senior Director, Global Access Policy. This position will be located in either Raritan, NJ or Washington, DC.
Janssen Global Services, LLC encompasses groups that provide leadership across critical business areas for J&J Innovative Medicine including, Global Commercial Strategy Organization (GCSO); Global Pharmaceuticals Communication and Public Affairs; U.S. Pharmaceuticals Procurement Group; and Pharmaceuticals Group Business Development
Access, reimbursement, and pricing policies are increasingly impacting our ability to be successful in all markets across the globe. Identifying and addressing access policies that could impact (accelerate or slow down, deny) is pivotal and requires a systematic process across all assets. As we bring more complex new modalities to market and enter new disease areas in an increasingly challenged and competitive global environment, our ability to understand, prepare for and shape the external policy and market environment for these products as we prepare our overall market access strategies for launch is critical.
Purpose: The Senior Director, Global Access Policy is a member of the Global Market Access team, serving in the Access Policy team within the GCSO Global Market Access Center of Excellence. This role is responsible for leading systematic access policy strategy development for the new products and disease areas in J&J IM’s portfolio, impacting portfolio access strategy decision making. It closely collaborates with TA Market Access Leaders and Center of Excellence Functions to identify policy-related issues early, incorporate access policy insight into the overall market access strategies for emerging products, and support the product leads in advancing robust policy-shaping strategies. It liaises with regional teams and policy-related functions and connects GCSO leaders to J&J Government Affairs & Policy (GA&P) and outside policy stakeholder groups as part of overall commercialization strategy development.
You will be responsible for:
- Lead access policy needs identification for the portfolio, working across the matrix with TA/product leads
- Impact portfolio access strategy decision-making by driving a systematic process across all assets to identify key reimbursement policy issues for new modalities or disease areas in the pipeline
- Work with product teams, GA&P and other internal stakeholders to prioritize issues for engagement based on relevance, impact and feasibility
- Lead policy landscaping reviews on products or disease areas for the company, in collaboration with Compound Market Access Leads (CMALs)
- Support the TAs with reimbursement pathways and coding for new disease areas and modalities as well as understanding, identifying and assessing policy issues
- Baseline key stakeholders and identify policy enablers to support product strategies
- Monitor pipeline developments to support early identification of areas with unique policy challenges for new J&J disease areas to ensure issue identification and solution development.
- Brief TAs on emerging health policy developments that impact market access approaches for the emerging pipeline and overall strategy development.
- Develop access policy-shaping strategies to shape key issues for new disease areas and modalities, working with cross-functional stakeholders
- In close collaboration with the CMAL, develop policy-shaping strategies for priority issues, working with TA/product leads, regions, GA&P, Communications, and other internal stakeholders
- Lead strategy workshops to develop strategic policy asset plans with regions and GA&P
- Analyze policy barriers & opportunities, and potential value proposition for products and disease areas.
- Conduct stakeholder mapping, including position assessment and understanding attitudes of key disease area stakeholders
- Identify academic, advocacy & medical partnerships and thought leadership opportunities
- Closely collaborate with TA Market Access leaders to identify and incorporate policy-shaping strategies into broader market access objectives for new modalities and disease areas for J&J.
- Drive engaged execution on selected access policy issues
- Work with cross-functional stakeholders to support the implementation and advancement of strategies and initiatives to enable patient access for emerging therapies
- Monitor and drive aligned engagement globally on selected access policy issues to ensure consistent strategy and messaging, working in collaboration with therapeutic area and compound market access and other functional leads, GA&P, regional TA market access leads, and other functions
- Engage with outside stakeholders as needed to test asset-related external positions, guidelines and public health documents, or shape public policy in market access as needed
- Collaborate and coordinate with other Access Policy team members to advance GCSO’s efforts to shape health policy development to ensure optimal access to our innovative medicines
- Maintain compliance with all company policies and procedures

Qualifications:
- Master’s level or PhD. Bachelor’s degree with 10-15 years of relevant experience.
- An advanced degree in public policy, health policy, market access or pricing policy, or law is preferred.
- A minimum of 8 years’ work experience in health care policy, government affairs, health economics, value assessment, market access or related field is required.
- Deep understanding of pricing and reimbursement policies and the policy development process in the US, and other markets. Experience working in government, trade associations or market access functions.
- Strong ability to lead across a matrix, working collaboratively and providing leadership in policy issue identification, strategy development and follow-through across multiple functions within J&J Innovative Medicine, the regions and J&J Government Affairs & Policy; demonstrated experience successfully leading similar work in a matrix environment
- Excellent analytical skills to identify gaps and root causes of issues, intellectual curiosity, and an ability to think out of the box to develop a solution.
- Able to create clear, logical, compelling and concise documents in English and articulate them to effectively communicate with senior leaders and key internal and external stakeholders and customers required.
- Must be able to work independently with minimum supervision to meet tight deadlines and maintain a positive attitude.
- Strong people and project management skills, given complex, cross-functional work led in a matrix across departmental and geographical boundaries
- Intellectual flexibility to continually develop and learn new skills is required.
- Experience working across Therapeutic Areas is a plus as is a knowledge of key global markets.
- This position is based on site in Raritan, NJ or Washington, DC and up to 20% domestic and international travel may be required.

The anticipated base pay range for this position is :
$196,000.00 - $342,700.00Additional Description for Pay Transparency:
Subject to the terms of their respective plans, employees are eligible to participate in the Company’s consolidated retirement plan (pension) and savings plan (401(k)).This position is eligible to participate in the Company’s long-term incentive program.
Subject to the terms of their respective policies and date of hire, employees are eligible for the following time off benefits:
Vacation –120 hours per calendar year
Sick time - 40 hours per calendar year; for employees who reside in the State of Colorado –48 hours per calendar year; for employees who reside in the State of Washington –56 hours per calendar year
Holiday pay, including Floating Holidays –13 days per calendar year
