The Manager of Environmental Compliance will help ensure Walt Disney World Environmental Affairs continues to provide world class environmental compliance services to the Walt Disney World Resort and off-site entities.  The role will coordinate overall environmental compliance with design, construction and operations for a variety of environmental programs.  Such programs may include hazardous and regulated waste management, chemical/fuel storage systems, erosion and stormwater management, Environmental Resource permitting review, NPDES permitting, construction site management, water quality management, design review and permitting of swimming pools, water features and attractions.

This leadership role requires a detailed understanding of regulatory laws and rules, company operations, infrastructure, development plans, construction, and regulated activities.  Establishing close relationships with Cast Members and associates across many disciplines and operating units (such as contractors, tenants, operating participants and regulatory agencies), is key to maintaining regulatory compliance.  The role mandates a proactive approach to evaluating operations to ensure compliance with all environmental rules, regulations, permits, licenses and programs. 

What You Will Do:

  • Operational Compliance Audits – Perform routine environmental compliance audits of company and contractor operations to ensure compliance with regulated waste, fuel/chemical storage, air permitting, stormwater management, sanitary sewer, solid waste, wastewater, and wildlife programs.
  • Construction Compliance – Review construction designs and plans for environmental regulatory compliance including pre-demolition, sanitary sewage sources, stormwater pollution prevention plans, erosion control, Environmental Resource Permit review, NPDES, dewatering permitting, fuel and chemical storage, threatened & endangered species review and contractor environmental training. 
  • Swimming Pool and Aquatic Features – Serve as subject matter expert for public pool regulations, health department inspections, and water quality.  Responsibilities include a review of new system design, construction oversight, routine compliance inspections, water quality assessments, coordinating regulatory agency inspections, rule and operating guideline development, recordkeeping and Aquatic Facility Operator certification training. 
  • Property Transactional Audits – Support Legal and other business segments with transactional environmental audits of properties for purchase or sale.  
  • Landfill Management – Responsible for the Bay Lake Landfill permitting, operations plan, NPDES Multi-Sector General Permitting, waste recordkeeping and reporting, groundwater, surface water, soil vapor, and stormwater sampling and reporting, life expectancy evaluations, and annual financial responsibility surety bond acquisition.  
  • Regulated Waste Management – Manage the collection and disposal of regulated wastes generated from resort and park operations.  Perform regulated waste training with Cast.
  • Infrastructure Systems and Support – Support the development of operating guidelines and contract language for property wide infrastructure including routine sanitary sewer line cleaning, oil/water separator service, grease traps, waste cooking oil recycling, and water conservation initiatives.  
  • Spill Response - Manage chemical and sewage spill responses.  Review all spills for agency reporting requirements.  Coordinate agency follow-ups as necessary.
  • Lead the Environmental Compliance team.
  • Proactively identify and mitigate organizational risk related to environmental compliance.
  • Monitor and interpret all pending and emerging environmental regulations and policies providing technical and professional guidance.
  • The position will also serve on the WDW Haz-Mat Duty Team for spills and other environmental events on a weekly rotating basis, 24/7. The candidate must have scheduling flexibility as the role requires periodic early morning and late-night field work, meetings and training sessions.  Additionally, the position requires working outdoors, industrial areas, extensive walking/standing and lifting objects that may weigh up to 50 pounds. 

Required Skills & Qualifications:

  • 8+ years of related experience with demonstrated success in the key responsibilities for this role
  • Possesses in-depth knowledge, extensive experience, and broad understanding of federal, state and local environmental rules and regulations, regulatory compliance interpretation and policy development. 
  • Ability to assess scientific and engineering-based situations, respond to inquiries and develop compliance protocols and solutions.
  • Understanding of general water chemistry and regulations around water supply & treatment, wastewater, stormwater and swimming pool regulations. 
  • Ability to interpret and apply environmental laws and regulations to a variety of operations.
  • Ability to effectively make presentations and provide training to individuals and large groups.
  • Ability to brief senior management of technical and sensitive issues.
  • Ability to develop a network of Cast Members across many disciplines.
  • Ability to interpret information on Safety Data Sheets to make a waste type determination.
  • Excellent written, verbal and computer skills (SharePoint, Excel, Access, Teams, PowerPoint, GIS).
  • Be comfortable performing general mathematical calculations (volume, flow rates, chemical concentrations).

Knowledge or Familiarity of the Following:

  • Aquatic Facility Operator or Certified Pool Operator certified
  • Hazardous and regulated waste regulations (RCRA, FDEP, US-EPA)
  • Landfill/solid waste facility compliance monitoring regulations
  • Storage tank regulations and compliance (State and Federal including SPCC)
  • State and federal air quality regulations (Title V, permitting and compliance)
  • State and federal water quality regulations
  • NPDES regulations (Stormwater and Dewatering)
  • HAZWOPER Training (24 hour or higher)

Required Education:

  • BS degree in a science (Environmental, Zoology, Geology, Biology, Chemistry) or Engineering related field.

The hiring range for this position in Kissimmee, FL is $120,800 to $161,900 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate’s geographic region, job-related knowledge, skills, and experience among other factors. A bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.
