Revision of Puskesmas Accreditation Standards Using the ILP Framework


Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year investment of approximately A$50 million by the Australian Department of Foreign Affairs and Trade (DFAT), implemented in partnership with the Government of Indonesia to support national human and animal health priorities. Building on Australia’s longstanding health sector engagement, including the Australia Indonesia Health Security Partnership (AIHSP), the program strengthens health systems and health security across both human and animal health, while renewing support for primary health care in line with Indonesia’s health transformation agenda. Operating at national and selected subnational levels, KITA SEHAT provides strategic policy, governance, and service delivery advice through technical assistance, public sector partnerships, research, and CSO/NGO grants. The program works closely with UN agencies and other development partners to ensure coordinated and complementary support. Its four end of program outcomes focus on strengthening primary health care policies and services, improving health system enablers and workforce capacity, and enhancing health security, with gender equality, disability equity and social inclusion (GEDSI) and climate resilience integrated throughout.

The Role

 

To engage a qualified firm to support the KITA SEHAT Program Management Team (PMT), in consultation with Ministry of Health counterparts, to review, revise, validate, pilot, and disseminate the Puskesmas accreditation framework in alignment with the Integrated Primary Health Care (ILP) approach that:

  1. Aligns accreditation standards and assessment mechanisms with current ILP policy and regulatory reforms; 

  2. Strengthens the relevance, effectiveness, and practicality of accreditation processes for Puskesmas implementation; 

  3. Incorporates inputs from key stakeholders through consultations at national and subnational levels; 

  4. Is tested through pilot implementation in selected locations to assess readiness, feasibility, and operational challenges; and 

  5. Supports dissemination and socialisation to Puskesmas, surveyors, and accreditation institutions to enable phased national adoption.

About You

 

Applicants must be legally registered firms, institutions, or organisations with valid business and tax registration, and operational capacity in Indonesia. Individual consultants are not eligible.

  • Minimum 3–5 years of relevant experience in primary health care standards, accreditation, health systems strengthening, or related fields;

  • Experience in accreditation standards review/revision, stakeholder consultations, pilot testing, workshop facilitation, and dissemination activities;

  • Capacity to manage both technical consultancy and operational/event management components of the assignment;

  • Experience working with government stakeholders, particularly within the health sector (preferred); and

  • Ability to deliver activities at national and subnational levels, including coordination in provinces such as NTT and West Java.

 

Applicants must propose a qualified team with expertise in:

  • Integrated Primary Health Care and quality improvement;

  • Puskesmas accreditation processes and related activities; and

  • Stakeholder engagement, operational coordination, and event/workshop management.

 

To avoid potential conflicts of interest, applicants and proposed consultants must not be part of the core committee of any Puskesmas Accreditation Organizing Body (LPA).
