PRIMARY DUTIES & RESPONSIBILITIES
Salary to be commensurate with experience
The hiring range for this position is $31.42 - $39.27/hourly
This is classified as VHBE (Variable Hour Benefit Eligible), where the selected candidate can work up to 40 hours per week. The selected candidate will be eligible to elect Medical, Dental, and Vision benefits, accrue paid time off, and receive 11 paid holidays.

OVERVIEW OF POSITION / DEPARTMENT
Aurora Water is responsible for the operation and maintenance of drinking water, sanitary sewer and storm drainage systems, treatment of drinking water and non-potable reclaimed wastewater for irrigation, billing and collection, public outreach and water conservation, acquisition and development of future water rights, major capital projects programs, and quality control for regulatory compliance and public health.
Aurora Water is looking for a SCADA / OT Systems Technician I for the Technical Operations section of the Support Services division to support and grow our SCADA Operational Technology [OT] team and infrastructure. We’re looking for an empathetic, thoughtful candidate who has enthusiasm for helping people, as well as expertise in scaling our OT systems to meet the water needs of the growing population of the City of Aurora.
The applicant’s starting salary will be commensurate with relevant education, experience, knowledge, certifications, skills, and abilities required for this position and within the hiring salary range.
PRIMARY DUTIES & RESPONSIBILITIES
- Performs a broad range of difficult and complex duties associated with the maintenance, inspection, troubleshooting, testing, repair, and installation of networking equipment, systems, and tools.
- Performs all aspects of the OT Network including, designing, analyzing, configuring, implementing, maintaining, troubleshooting, testing, upgrading, securing, and documenting Aurora Water’s SCADA local and wide area network systems [Lan / WAN], security systems, storage systems, disaster prevention and recovery systems, and all cabled and wireless communication systems related to the SCADA network.
- Troubleshoots SCADA / OT Network communications for lease-line circuits, spread spectrum, narrow-band, camera systems, and microwave radios.
- Implements, monitors, and maintains cybersecurity of the OT system by utilizing an all-hazards risk management strategy as recommended in ANSI / AWWA G430: Security Practices for Operations and Management
- Maintains integrity of the SCADA Network, in conjunction with and through close coordination with the lead technicians
- Defines back-up strategy and schedule; Performs back-ups / restoration of the SCADA Network system
- Actively monitors functionality and performance of the SCADA Network and its services
- Participates in the development and implementation of all SCADA / OT technical policies and procedures including those for architecture, security, disaster recovery, standards, and purchasing
- Configures, deploys, and verifies functionality of SCADA / OT Network hardware
- Configures, maintains, troubleshoots, installs, updates, and upgrades OT hardware platforms such as, firewalls, switches, servers, and nodes
- Patch management: Assesses patching needs when an advisory is posted, performs patching testing in OT environment, deploys patches to OT workstations, OT servers, OT firewalls, and OT switches
- Manages and maintains end point protection system
- Maintains OT Network switch configurations, changes, adds, and moves
- Manages OT Network design and OT firewall rules, monitors OT Network assets
- Manages security governance and organization
- Manages Cybersecurity incidents including, defining Cyber incident and crisis management process, develop recovery procedures, report past cyber incidents
- Supports other departments / divisions and technology projects by serving as the expert in SCADA Network processes
- Ensures a complete and accurate inventory of physical OT Network devices, software, and licensing
- Maintains equipment baselines and configurations
- Executes daily, scheduled corrective / preventative maintenance and repair tasks
- Maintains OT Network documentation and software revisions
- Attends weekly team meetings and presents safety topic on a rotation basis
- Stays current on technical issues relative to the position
- Ensures proper safety precautions are observed
- Performs other related duties as assigned
MINIMUM QUALIFICATIONS & WORKING CONDITIONS
An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
Education:
- Associate degree from an accredited college, technical institute, or university in computer science, computer information systems, or a directly related field
Or
- Any one of the following Certifications; CCNA, CompTIA A+, CompTIA Network+
Experience:
- Up to One [1] year of work experience in a network environment
- Experience with various communications networks via Ethernet, Cable, Fiber, Wireless, etc. using common protocols
- Experience with latest Cisco networking equipment, Palo Alto firewalls, and Windows OS servers and clients
Preferred Qualifications:
- Up to Three [3] years equivalent experience in a SCADA / OT network environment
- Knowledge of water and wastewater SCADA systems and processes
- Graduate degree from an accredited college, technical institute, or university in computer science, computer information systems, electronic engineering or a directly related field
- CompTIA Cybersecurity Analyst [CySA+] certification
- CompTIA Security+
Knowledge Of:
- Local and wide area network environments, network routing and switching, all layers of the Open Systems Interconnection [OSI] model and the protocols within
- Strong routing protocol knowledge, specifically OSPF
- National Institute of Standards and Technology [NIST] Cybersecurity Framework
- Preventative and corrective maintenance techniques
- Principles and procedures of record keeping
Skills:
- Critical thinking skills along with creative problem-solving and troubleshooting techniques, used in maintaining network systems
- The safe and lawful operation of motor vehicles
- The use of computers and working with Microsoft Office and Microsoft Outlook

- Valid Colorado driver’s license with a safe driving record
WORKING CONDITIONS
Essential Personnel:
- When a local announcement of emergency or disaster is declared by the City, all City of Aurora employees may be required to work as essential personnel.
Physical Demands:
- Continuous time sitting in the same location or standing / walking primarily in a controlled office / facility environment.
- Occasional trips to other Aurora Water work sites or other locations for project work, meetings, training, etc.
- Frequent hand / eye coordination for operation of a vehicle to travel to City of Aurora facilities
- Continuous hand / eye coordination for operation of computer keyboard, rolling carts and moveable shelving
Work Environment:
- Works primarily indoors but may work outdoors with exposure to all weather conditions and high frequency, including: noise, dust, allergens, chemicals, solvents, fumes, smoke, gases, grease, and oil
- May work in confined spaces and at elevated heights
- Exposure to high/medium/low voltage electrical equipment
- May work outside of normal business hours including weekends, holidays, with the ability to respond to SEAM Facility within forty-five [45] minutes
Equipment Used:
- Uses standard office equipment including Cisco IP phones, printers, fax machines, paper shredders, personal computers, and common office software such as email, Internet browsers, Word, and Excel, and MS SharePoint
- Uses the following software packages: Panorama, SolarWinds
- Operates motor vehicle, computers, network switches, routers, and firewalls
- This position may require the incumbent to use personal equipment (e.g. vehicle, cell phone, tools, etc.) during their employment
The city of Aurora will implement furlough days (unpaid days off) for most employees in 2026. The scheduled furlough dates are January 16, April 10, July 2, and December 24.
