POSITION SUMMARY : The Compliance Coordinator is responsible for overseeing and managing Project HOPE’s Ethics and Compliance program in Gaza, ensuring full adherence to donor requirements, legal and contractual obligations, and organizational policies. Reporting to the Chief Compliance Officer and General Counsel, the role supervises the local compliance function, manages investigations into potential violations, and ensures timely documentation, reporting, and resolution of compliance concerns. The position leads the identification and assessment of compliance risks, strengthens internal control systems, and implements training and mitigation measures to reduce noncompliance and unethical conduct across the Gaza program. The Compliance Manager handles multiple investigative and compliance matters with discretion and professionalism, while coordinating closely with cross-functional teams to ensure consistent application of policies. The role requires strong managerial, communication, and analytical skills, as well as the ability to foster accountability, promote ethical standards, and maintain effective working relationships within a complex and sensitive operating environment. PRINCIPAL RESPONSIBILITIES: 1. Compliance Program Coordination · Coordinate the implementation and monitoring of the Project HOPE Code of Ethics and internal policies. · Maintain compliance processes, tools, and checklists in alignment with organizational policies, donor requirements, and applicable regulations. · Coordinate and implement the annual compliance monitoring plan, including assessments and field visits. · Prepare compliance reports and provide recommendations to Gaza and Regional Management under the supervision of the General Counsel and Chief Compliance Officer. · Ensure compliance activities are conducted in accordance with applicable laws and the highest professional and ethical standards. · Support continuous improvement of compliance systems and practices 2. Sanctions Compliance and Due Diligence · Support the implementation and day-to-day management of the Gaza Sanctions Compliance Program (GSCP). · Coordinate due diligence and background screening processes for staff, vendors, and other stakeholders ( add implementing partners, consultants, landlords, service providers, suppliers )in accordance with donor and sanctions requirements · Monitor compliance with sanctions regulations, anti-corruption requirements, and donor obligations. · Maintain screening records and ensure proper documentation. · Coordinate and facilitate sanctions and due diligence training for staff and relevant stakeholder 3. Investigations and Case Management · Coordinate the local compliance hotline and ensure proper intake, documentation, and case tracking. · Review reported concerns and support investigations in accordance with established procedures. · Ensure cases are managed objectively, confidentially, and within required timelines. · Coordinate with relevant departments and compliance focal points during investigations. · Refer programmatic complaints and feedback to the MEAL team, as appropriate. · Maintain accurate records and ensure proper follow-up of cases 4. Risk Management and Internal Controls · Coordinate the identification and assessment of operational, legal, compliance, and reputational risks. · Maintain and regularly update the Gaza compliance risk register, including risk owners, mitigation actions, deadlines, and status updates · Work closely with department heads to support implementation of risk mitigation measures. · Monitor internal controls and identify areas requiring improvement. · Follow up on agreed corrective actions and recommendations. · Support the strengthening of risk management and internal control processes across the mission 5. Audit and Compliance Advisory Support · Coordinate with internal and external auditors and support audit activities, preparing Ready-To-Audit folders RTA . · Maintain and regularly update the Gaza compliance risk register, including risk owners, mitigation actions, deadlines, and status updates . · Follow up on audit findings and recommendations to ensure timely implementation of corrective actions. · Provide practical guidance and day-to-day support to departments on compliance-related matters. · Support review of donor compliance requirements during proposal development, award start-up, implementation, and closeout, including risk sections, donor conditions, and compliance deliverables 6. Capacity Building and Awareness · Coordinate and deliver training sessions on the Code of Ethics, safeguarding, compliance policies, sanctions requirements, and investigation procedures. · Promote awareness and understanding of compliance standards across departments and partners. · Support onboarding and continuous learning initiatives related to ethics and compliance. · Provide coaching and technical guidance to staff and compliance focal points to strengthen a culture of integrity, accountability, and ethical behavior 7. Monitoring, Reporting and Documentation · Maintain compliance records, trackers, and documentation to ensure audit readiness. · Monitor implementation of compliance actions and recommendations. · Prepare periodic reports, dashboards, and updates for management. · Identify trends and emerging risks and escalate significant issues through appropriate channels. Perform other duties as assigned. MINIMUM QUALIFICATIONS · Bachelor’s degree in Law, Finance, Accounting, Business Administration, Risk Management, Audit, or another relevant field from an accredited institution At least 4 years of related experience, including 2+ years of experience in international development with direct experience in a compliance program and participate in conducting investigations in a humanitarian and/ or emergency relief settings. · Strong cultural sensitivity and experience in a global, geographically dispersed organization. · Fluent in Arabic, ability to communicate effectively in English. · Experience and knowledge of US Government grants, US sanctions and anti-corruption laws is essential. Specific experience with USAID, and specifically BHA grants is a plus. · Experience with ethics, compliance, sexual exploitation and abuse, and corporate transactions in · humanitarian and disaster relief high-risk contexts. · Previous foreign travel and willingness to travel within the region, when necessary. · Fluency in Arabic and English.
