Brief Job Description:

Performs highly advanced (senior-level) financial analysis and regulatory work within Information Technology Services (ITS). Work involves building analytical tools, translate financial information into actionable insights, design and development of financial applications, automation of processes used to produce operational financial results, and creation of automated dashboards to support strategic decision-making.

This is a hybrid role for a highly skilled and analytical professional with combined software/database development, architecture, and advanced financial analysis. The candidate will serve as the primary bridge between the Finance Department and the Oracle environment. The Senior Financial Analyst will be responsible for leading the architecture for the ITS Finance environment, including query development, refining SQL queries, and building sophisticated data models in Power Pivot and Power BI.

Work also involves reviewing, analyzing, and evaluating financial and operational data; creating dashboards, preparing ah-hoc reports, presentations, and responding to internal inquiries. The candidate should have advanced skills using Excel, SQL, creating relational databases, Oracle environments, and modern data visualization tools such as Power BI and Power Pivot, as well as other tools. Ideally, the candidate should have a working knowledge of the state Appropriation Bills.

This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel to other Austin offices(s) may be required. Works under minimal supervision, with latitude to use initiative and independent judgement.

 

Essential Job Functions:

Accounting and Financial Responsibilities:

  • Design, develop, and maintain relational Oracle database tables to support financial and operational reporting needs.
  • Write, optimize, and maintain complex SQL queries, stored procedures, and data pipelines.
  • Manage and support Oracle database environment, ensuring data integrity, performance and security.
  • Develop and maintain data models to support analytics and reporting.
  • Design and develop interactive dashboards and reports using Power BI and Power Pivot.
  • Reviews, analyzes, evaluates financial data, and performs budget monitoring, projections, cost analysis for the agency IT program.
  • Develop and maintain accurate and timely departmental budget reports about the condition of the ITS Program finances.
  • Assists with development of financial related procedures for the ITS Program.
  • Interprets state and federal fiscal policies, procedures, and regulations; and maintains knowledge of state and federal funding policies and regulations as they affect the ITS operations and project fiscal responsibilities.
  • Monitors ongoing project and operational financial data and makes recommendations for next actions based on findings.

 

Knowledge Skills and Abilities:

  • Four to seven years’ experience performing accounting, budgeting, financial planning, cost accounting, and cost recovery in a mid- to large-sized organization; with at least two years within an IT environment (and some experience in a non-profit or public-sector organization).
  • Deep knowledge of tools such as Advanced Excel, Power BI, Power Automate, Power Pivot, DAX and SQL, with the ability to design and implement scalable dashboards, automated workflows, and data pipelines.
  • Skilled in transforming raw data into actionable insights and streamlining manual reporting processes.
  • Significant experience with ORACL ERP and financial systems
  • Able to extract, transform, and load (ETL) data from multiple sources to support comprehensive financial reporting and analysis.
  • Strong ability to perform complex ad hoc analyses, interpret large datasets, and identify trends, anomalies, and opportunities. Adept at using data to answer open-ended business questions and support strategic initiatives.
  • Excellent communication skills, with the ability to translate technical findings into clear, actionable insights for non-technical stakeholders.
  • Knowledge of automated accounting systems and resource and time tracking databases.
  • Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to standards.
  • Ability to provide accurate and fact-based supporting documentation.
  • Ability to document policies, procedures, and processes.
  • Advanced Microsoft Office skills, particularly Excel; and Power BI, Power Pivot, database development, and Oracle. 

 

Registrations, Licensure Requirements or Certifications:

  • Prefer CPA or CMA certification.  
  • Prefer SQL and MS Certification

 

Initial Screening Criteria:

  • At least three years’ progressive experience developing, maintaining, and analyzing budgets, forecasts, cost allocations, and financial models to support business planning.
  • Experience supporting month-end and quarter-end reporting cycles with data validation and variance analysis.
  • Deep knowledge of tools such as Advanced Excel, Power BI, Power Automate, Power Pivot, DAX and SQL, with the ability to design and implement scalable dashboards, automated workflows, and data pipelines.
  • Skilled in transforming raw data into actionable insights and streamlining manual reporting processes.
  • Three years of experience in corporate finance, FP&A, and data analytics.
  • Experience with ORACL ERP and financial systems. Minimum of four years experience in programming and data analysis. Minimum of three years experience in budgeting/forecasting and accounting.
  • Graduation from an accredited four-year college or university with major coursework in accounting; or documented experience related to this position.
  • Experience and education may be substituted for one another on a year-for-year basis.

 

Additional Information:

This position is designated as remote. However periodically, with advanced notice, will be required to be onsite in Austin State Office.
