SUMMARY:
The position supports corporate initiatives by providing data related to building occupancy, leases, finance and needs assessment, as well as oversees the strategic intent of these endeavors. The role works collaboratively with administrators, clinical staff, and leadership on space and workplace planning, providing budgetary information while ensuring that all environmental regulatory standards are met. The role supports strategic objectives by effectively managing the system capital portfolio as it relates to facilities planning and construction project management.
RESPONSIBILITIES:
Real Estate:
Manage property and real estate. Advise administration on the purchase, lease, development and disposition of real estate. Increase efficiencies of space utilization through a proactive plan, which focuses on an organization-wide needs assessment. Evaluate property values, volume data, profit and loss statements and lease terms. Negotiates contracts and lease terms with all third parties and manages leases.
Research and process space requests. Serve as the primary point of contact for space requests. Review building data and investigate planned usage and space programming. Determine feasibility and develop basic floor plans with administrators, end users, and C&E. Manage conceptual approvals and process. Conduct pre and post-occupancy evaluations to ensure regulatory standards and requirements of leases are being met.
Manage the building and space inventory. Manage and maintain the building space inventory database and building management CAD files. Provide annual reports to the finance office and administration.
Collaboration with Finance. Work as a member of a team to review current processes and processes and ensure correct / timely payment of rental payments. Establish process and subsequent procedures to update leasing obligations into finance A/P systems. Responsible for preparation, monitoring and compliance with operations budgets.
Communication. Provide and maintain effective communications on properties with medical staff, RRH affiliates, and all levels of supervision and staff. Regularly tour RRH and affiliates to solicit comments regarding performance, needs, etc.
Environmental Regulatory Compliance. Ensures that RRH and all affiliates comply with Environment of Care regulatory requirements related to Joint Commission and Department of Health. Works to ensure that Rochester General Hospital and affiliates are prepared for Joint Commission surveys. Responds and coordinates response to internal disasters at all locations.
Safety and Security. Responsible for the overall management of the safety and security functions at RGH and affiliates. Ensures risk assessments are completed at all sites to identify and mitigate critical needs in regards to safety and security issues to include Department of Construction during projects. Works with outside agencies on risk planning and as the liaison for hospital/community related matters associated with safety and security/emergency management
Facility Planning and Construction:
Portfolio Management. Align, balance and maximize the value of the system portfolio. Determine the sharing and coordination of resources among constituent projects. Direct those in the department that are responsible for the execution of individual projects within the portfolio. Integrate construction with leasing and property management. Assure that building drawings and departmental space inventories are current.
Research and Planning. Ensure that program requirements are met. Ensure that building data and feasibility studies are accurate. Determine code and mechanical/electrical/plumbing requirements. Provide conceptual layouts and cost estimates.
Regulatory Compliance. Ensure compliance with JCAHO Environment of Care standards along with compliance with local, state and federal requirements. Represent the organization in interaction with regulatory agencies pertaining to design and construction.
Financial Compliance. Ensure all projects are monitored for schedule compliance. Responsible for all construction project budgets from conceptual, schematic and design estimates to assuring all projects are completed on budget. Communicate with Executive Leadership team all deviations from schedule and budget.
Policy and Procedure. Develop and implement policies and procedures specific to the work of the department. Administer personnel policies and procedures in accordance with established guidelines.
REQUIRED QUALIFICATIONS:
Bachelor’s degree in healthcare administration, business administration, finance, construction management, or related discipline required.
Ten (10) years of related experience required. Equivalent combination of education and experience will be considered.
PREFERRED QUALIFICATIONS:
Master's degree is highly preferred.
Strong project management skills in healthcare with ability to execute large, complex projects, and advanced problem solving skills.
Highly effective communication, presentation and listening abilities are essential for navigating company investment and construction opportunities.
Strong aptitude for effectively influencing others at all organizational levels in project related situations.
Possess strong analytic skills in order to manipulate, interpret and utilize data for process improvement.
High emotional intelligence quotient. Builds trust-based relationships with peers and senior stakeholders.
Maintain professional affiliations and enhance professional growth and development to keep abreast of the latest trends in regulatory compliance and property management.
Proficient with Microsoft Office Suite.
CAD and productivity software experience preferred. Experience in design, construction of healthcare facilities, or institutional planning is also preferred.
Experience developing, implementing and evaluating operational strategic plans inclusive of financial and quality indicators within a service environment is preferred.

The listed base pay range is a good faith representation of current potential base pay for a successful full time applicant. It may be modified in the future and eligible for additional pay components. Pay is determined by factors including experience, relevant qualifications, specialty, internal equity, location, and contracts.
