Job Description:
The Staff Services Officer (SSO) serves under the HHSC Accounting Director, offering vital support to both the director and accounting staff. This role involves handling a variety of moderately complex administrative and service tasks within the Accounting Department. The SSO is responsible for planning and managing key operations, including human resources, accounting, budgeting, purchasing, information technology, training, equipment procurement and asset management, property oversight, and resource allocation for departmental activities.
Additionally, the SSO is tasked with composing and preparing correspondence, assignments, and briefings. The role involves overseeing and tracking the completion of assignments, legislative requests, open records requests, and providing administrative assistance to the Accounting management team. The SSO also manages schedules and calendars, assists in monitoring shared mailboxes as needed, and collaborates with other SSOs to ensure comprehensive support for the Accounting and CFO teams.
Essential Job Functions:
- Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
- Supports daily departmental operations and activities; responds to administrative issues and recommends effective and efficient solutions to departmental leadership; provides clarity to departmental staff regarding assignments that include reporting, procurement, and similar subject matters; supports timely completion of department assignments and provides updates to staff; coordinates appointment and meeting scheduling, acts as primary coordinator for Human Resources, Business Continuity and new hire tasks; responds to internal and external inquiries; provides and ensures a high level of confidentiality in all matters.-30%
- Supports departmental budget operations and expense activities; monitors departmental expenditures; prepares, reviews, approves, and assigns appropriate funding information to travel vouchers, invoices, contracts, and purchase requests, ensuring accuracy and sufficient justification to adhere to purchasing, accounts payable, travel, and contracting guidelines. -25%
- Assists with the implementation of office policies and procedures, as well as office systems and layouts; identifies and communicates operational risks to departmental leadership; supports departmental cataloging, filing, and archiving of letters, memos, and reports that conform to agency and departmental records management policy and procedure; provides an organized electronic and paper document filing system to facilitate efficient storage and retrieval; supports the adherence to agency records retention schedules and updates schedule annually or as needed; ensures compliance with all applicable federal, state, local laws, policies, procedures, rules and guidelines. -20%
- Prepares and routes action, briefing, and informational memoranda, agendas, presentations, project updates, training materials, property manifests, and operational and special reports; prepares and maintains organizational charts; assists with the implementation of short- and long-term process improvement goals and objectives. -20%

Initial Screening Criteria
- High school diploma or equivalent required.
- Completion of 60 hours of college coursework is preferred.
- Minimum of two years' full-time experience in office administrative support, including proficiency with Microsoft Word, Outlook, Excel, Teams, and SharePoint.
- Preferred experience with CAPPS-Financial.
- Previous experience working with State Government is preferred.
