About the Roles

We are seeking Expressions of Interest for senior leadership positions for future in-country opportunities. These roles will form part of the program’s senior leadership team and critical to driving operational excellence, financial integrity, and strong development outcomes across our donor funded programs in the Pacific and the South-East Asia region.

The positions are open to experienced international development professionals who are client-focused, thrive in complex cross-cultural environments, and are passionate about delivering meaningful impact.

Director of Operations

About You

Duties and essential requirements for the following roles will include:

Director of Operations

Lead and manage the regional Operations team, providing line management, performance management, coaching, mentoring, and professional development to build a cohesive, high-performing team

Oversee the program’s financial management systems including budget development, cash-flow management, forecasting, and financial reporting to DT Global and DFAT; support audit activities and lead improvements to the Finance Manual

Oversee the development and implementation of HR, procurement, safeguards, and ICT policies and procedures, ensuring compliance with Commonwealth Procurement Rules, DT Global and DFAT policies, and relevant legislation

Collaborate with the senior leadership team and country-level operations staff to plan and manage human resource requirements, recruitment processes, and operational needs across the program

Champion and embed cross-cutting issues including GEDSI, climate change, sustainability, and safeguarding across country offices and regional operations in partnership with the Program Effectiveness team

Proactively identify and manage program risks, support the Team Leader with high-quality deliverables, and periodically act as Team Leader when required.

Essential Requirements:

Extensive experience in a similar senior operations leadership role, preferably in an international development context, with tertiary qualifications in a relevant field

Demonstrated experience leading multi-disciplinary, geographically diverse teams in cross-cultural contexts, with strong coaching, mentoring, and performance management skills

Strong expertise across financial management, HR, procurement, safeguards, and ICT, with the ability to develop, implement, and improve operational systems and procedures

Excellent interpersonal, communication, and stakeholder engagement skills, with demonstrated experience working with DFAT, regional partners, and diverse stakeholders

Experience working in the Pacific region and a strong commitment to DFAT safeguarding policies including GEDSI, Child Protection, PSEAH, and anti-corruption requirements.

Finance Director

Oversee all financial operations including budget development and forecasting, cash-flow management, financial records, general ledger maintenance, bank reconciliations, and preparation and updating of program budgets and bank accounts

Deliver timely, accurate, and high-quality monthly and ad hoc financial reports and forecasts for DFAT, and manage GST lodgements and refunds with the relevant government authority

Establish and oversee financial management systems and procedures consistent with Commonwealth requirements, and lead continuous improvements to financial systems and administrative procedures

Support external and internal audit activities, manage financial risk, and oversee expenditure approvals and reporting in line with donor and organisational requirements

Collaborate with program teams to maintain budget and forecast for activities, including planning, implementation, and monitoring; oversee IT and other support service functions as required

Lead, manage, and develop a multi-disciplinary finance team from varied professional, cultural, and language backgrounds, fostering a culture of high performance and continuous improvement.

Essential Requirements:

Recognised tertiary qualifications in accounting and finance with current professional accounting certification (CPA, CA, or equivalent)

Minimum 6 -8 years’ experience in a senior financial management position with supervisory responsibilities, preferably in an international development or developing country context

Strong understanding of financial systems, expenditure approvals, audit requirements, and financial risk minimisation, with experience working with DFAT or similar international development donors

Proven experience establishing and overseeing administrative procedures, preparing high-quality financial reports for diverse stakeholders, and managing multiple priorities to meet deadlines

Excellent written and verbal communication skills and demonstrated leadership of diverse, cross-cultural teams with the ability to work effectively under pressure in complex program environments.
