Location & Schedule

The City and County of Denver supports a hybrid workplace model. Employees work where needed, at a job site several days a week and off-site as needed. This position reports to our offices at 201 W. Colfax Ave in Denver three days a week and telecommutes remotely at a designated workplace within the State of Colorado the remaining days.

Who We Are & What You’ll Do

The Department of Finance (DOF) is responsible for the fiscal health of the city. The DOF leads fiscal analysis and guidance, property assessments, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes.

About Department of Finance Assessor’s Office

The Assessor's office is responsible for discovering, listing, classifying, and determining the fair market value of all taxable real and business personal property within the City and County of Denver, and for tracking ownership for tax purposes. This includes valuation, exemptions, appeals processing, tax parcel and tax district maintenance using ArcGIS mapping and data analysis.

Specifically, as an Assessment GIS Technician II you will:

  • Reconfigure parcels of land using GIS mapping system and database, which includes ensuring supporting documents are accurate and plat surveys match, plotting and mapping out legal descriptions to confirm accuracy of deeds, researches records to determine existing boundaries, works with customers regarding document issues, splits, combines, or recreates parcels in system as stipulated by legal description, and sends notice to customer with new parcel identification for records.
  • Process deeds and property ownership transfers, which include simple warranty deed transfers between two parties, and complex deed transfers involving multiple parcels requiring title and land survey research work, determining percentage of ownership, verifying legal descriptions on deeds, ensuring accuracy of documents, notifying customers of issues, updating systems records and customers of ownership transfers.
  • Use GIS software to create accurate grid references through coordinate geometry and trace digitization tools, ensure conformity with land surveyor notations and deed legal descriptions, and create accurate parcel maps to calculate land area for tax parcels within the assessment property management system.
  • Work with stakeholders both internal and external to the city to verify accuracy of deeds and legal descriptions and other property documents, research land survey issues and chains-of-title, working with customers regarding property transfer requests, answer technical questions regarding parcel ownership, and prepares customer notices involving issues of property conveyance and records corrections.
  • Prepare systems reports to audit information and compare files to ensure accuracy and correctness of systems transactions and compare boundaries with tax parcels and districts.
  • Process parcel reconfigurations for the state and city, updating special tax district boundaries, creating GIS maps for presentations, entering or deleting property addresses within the database for permit projects, and ensuring compliance with state statutes and regulations regarding property conveyance.

Our ideal candidate has some or all the following experience, skills, and characteristics:

  • Proficiency in Esri GIS software, preferably ArcGIS Pro.
  • Proficiency in Excel and Microsoft Office Suite.
  • Ability to demonstrate patience and clarity when communicating with customers and taxpayers.
  • Experience with land survey legal descriptions (preferred but not required).

Required Minimum Qualifications

Education requirement: Bachelor’s degree in GIS or land surveying, or related field of study.

Experience Requirement: Three (3) years of assessment GIS mapping experience working with property deed transfers and reconfiguring parcel within the property fabric system.

Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education for all classifications.

Additional appropriate education may be substituted for the minimum experience requirements.
