Location: Calgary or Edmonton, AB preferred. All AER office locations will be considered.

Employment Type: Full-Time - Permanent

Salary Range: T2, Level 4, $80,580 - $94,800 per year. The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity.

Statement of Concern (SOC) Analyst - Hybrid

The Opportunity­­

Are you ready to play a key role in shaping responsible energy development in Alberta? The Alberta Energy Regulator (AER) is seeking a Statement of Concern Analyst to join the Regulatory Applications branch. A statement of concern (SOC) is a concise written submission describing concerns about a current AER application regarding a company’s proposed development. In this role, you will analyze and manage these submissions through the Statement of Concern Application Review (SOCAR) process. Working with internal and external stakeholders, you will help support clear, consistent, and well‑informed decisions.

At the Alberta Energy Regulator, you’ll join a team that values collaboration, continuous improvement, and innovative problem-solving. As an analyst, you ensure fairness and consistency across AER application assessments.  

What your day-to-day will look like:

  • Independently identify and analyze Statements of Concern and create SOCAR documents. Through collaboration with a variety of AER staff, produce recommendations to the delegated decision maker regarding the disposition of an application with related SOCs.

  • Work collaboratively across the AER on applications with filed SOCs, sharing advice and expertise to ensure procedural fairness. Provide communication to parties involved and maintain consistency with the SOC and SOCAR process.

  • Communicate with internal and external stakeholders to ensure understanding of SOC requirements and process.

  • Apply general understanding of all application types and directives to ensure consistency and aide with recommendations on SOCAR documents.

  • Respond to internal, industry and public queries about the SOCAR process and/or requirements. Present SOC Disposition Memo background and details to AER internal committees in support of Statutory Decision Makers (SDMs).

  • Perform all SOC Assessor duties as required based on work volumes and backup coverage.

  • Provide training, coaching and presentations for industry and AER Groups on regulatory requirements as it pertains to the SOC Process, as applicable.

What we’re looking for in you:

  • Bachelor’s degree in Business, Science, Legal Studies or Arts.

  • 5+ years of related work experience, working with stakeholders, complaints and associated administrative processes.

  • Strong communication skills, including experience with public speaking and delivering presentations.

  • Proficient in the use of Microsoft Office (i.e. Word, Excel and Access).

  • Experience in the use of AER databases and systems, specifically Integrated Application Registry (IAR) and OneStop.

  • Demonstrated ability to manage varying responsibilities, conflicting priorities, and deliver results in a deadline driven environment.

  • Project Management Professional (PMP) certification is an asset.

  • Certification in Conflict Resolution is an asset.
