Job Description

Project Overview The Maputo Urban Transformation Project (PTUM), financed by the World Bank/IDA, aims to enhance urban infrastructure and institutional capacity within the City of Maputo. Among other activities, the project prioritizes improving solid waste infrastructure through the development of two major facilities: the KaTembe Sanitary Landfill and the Hulene Transfer Station, along with environmentally responsible decommissioning of the existing Hulene landfill. Extensive preparatory studies—including feasibility assessments, ESIA, conceptual engineering designs, and accompanying E&S safeguard instruments—have already been completed to guide implementation. The project includes a dedicated design-build period (approximately two years), for which a Project Manager consultancy will supervise the contractor’s work as the Employer’s Representative under World Bank‑funded arrangements. CDM Smith is currently pursuing this Project Manager assignment, positioning the firm to provide project management, design review, construction supervision, commissioning oversight, contract administration and compliance monitoring services for implementation of these major solid waste management facilities. Position Summary The Electro-Mechanical Engineer will serve as a key expert responsible for overseeing all electro-mechanical aspects of the project, including design review, installation, testing, commissioning, and handover of systems across both facilities. This is a proposed role and contingent upon contract award. The estimated input are 13 person-months over the 24-month duration of the assignment, primarily on-site in Maputo. Skills & Abilities

Expert Knowledge of computer assisted design and drafting (CADD) 3D and 4D software and practices. Expert Knowledge of engineer principles of design. Expert Knowledge of Microsoft business software (excel, word, etc.). Excellent verbal and written communications skills. Expert knowledge of federal, state and local regulations.
Qualifications

Postgraduate degree in Electrical Engineering or Electro-mechanical Engineering. Membership in a recognized professional engineering institution. Minimum 20 years of professional experience in planning, design, and implementation of electro-mechanical works. Demonstrated experience in: - Large infrastructure projects involving electro-mechanical systems - Waste management facilities and landfill-related systems - Supervision of construction contracts under World Bank, FIDIC, or other IFI frameworks A minimum of five years of international project experience outside of country of origin Strong expertise in electro-mechanical systems design, installation, and commissioning. Ability to review technical documentation, specifications, and O&M manuals. Experience with quality assurance and contract compliance. Familiarity with environmental, social, health, and safety standards for infrastructure projects. Fluency in written and spoken English
Preferred Qualifications

Portuguese and/or regional experience in Sub-Saharan Africa considered an advantage.
