Salary Range: $66,701 - $106,818 

Starting Pay: $66,701 - $86,759

JOB SUMMARY 

The Office of the City Council President is seeking a Professional Staff Member to support the Council’s legislative, policy, and oversight responsibilities under the guidance of the Deputy Director of Oversight This position plays a key role in helping the Council evaluate City operations and agency budgets, monitor agency performance, and ensure accountability across municipal functions. All work is executed in accordance with the City Council President’s Mission, Vision, and Values. 

ESSENTIAL FUNCTIONS 

  • Collect, analyze, and interpret performance and budget data from City agencies and other public services to support the Council President’s oversight and policy agenda; 

  • Design dashboards and visualizations and prepare data summaries, reports, policy statements, memos, and other materials to support Council initiatives, including oversight and legislative hearings; 

  • Conduct research on policy, legislation, best practices, and benchmarks from other cities and jurisdictions; 

  • Support preparation of materials and organization of logistics for hearings, Council meetings, and other actions related to the Council President’s agenda; 

  • Assist the office’s community engagement function through data collection, analysis, and interpretation to further responsiveness to the public; 

  • Other duties as assigned. 

 

MINIMUM QUALIFICATIONS 

Education: 

Associate's degree from an accredited college or university required; master’s degree in public policy or other related field preferred. 

Experience: 

Seven (7) years of experience performing analytical support work for an operational, technical, administrative, programmatic, or business function. 

 

KNOWLEDGE, SKILLS, AND ABILITIES

  • Ability to conduct complex operational and programmatic analyses. 

  • Ability to collect, compile, edit, classify, organize, and tabulate statistical and qualitative information. 

  • Ability to prepare clear, concise, and comprehensive reports, recommendations, and presentations. 

  • Ability to communicate ideas and information effectively, both orally and in writing. 

  • Ability to establish and maintain effective working relationships with colleagues, stakeholders, and the public. 

  • Ability to explain and present datasets and findings and complex policy issues to diverse audiences. 

  • Ability to exercise sound judgment and work independently on assignments and projects. 

  • Ability to manage multiple priorities and meet deadlines in a fast-paced environment. 

  • Ability to use technology and software applications to research, analyze, organize, and present information. 

Preferred Experience 

  • Prior experience in government, nonprofit, or policy-focused roles; 

  • Familiarity with municipal government operations, budgets, and/or legislative processes; 

  • Familiarity with budget and financial management best practices; 

  • Experience working with large datasets and/or public records; and 

  • Interest in civic technology and open data. 

 

ADDITIONAL INFORMATION 

BACKGROUND CHECK 

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed. 

PROBATION 

All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation. 

FINANCIAL DISCLOSURE 

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. 

RESIDENCY REQUIREMENT & FINANCIAL DISCLOSURE 

This position is subject to Article I, Section 7-10 of the Baltimore City Code, which mandates that the incumbent both reside and be a registered voter of Baltimore City at the time of appointment or sign a declaration of intent to become a City resident and registered voter within 6 months of the effective date of their appointment. Failure to comply with the declaration of intent will result in immediate termination. You will also be required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
