WHAT YOU WILL DO:
The Manager IV performs advanced (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.
 

YOU WILL BE TRUSTED TO:
-Oversee subject matter experts in the design of WorkInTexas.com and other systems
- Interface with system vendors to coordinate enhancements, maintenance and operations
- Coordinate input from system stakeholders, including local workforce development boards and agency staff on their automation needs
- Work with executive management to develop strategic plans and long- and short-term goals
- Identify and make recommendations for maintenance and enhancement of TWC’s Workforce Development automation tools
- Plan the development and implementation of enhanced business and automation projects, adhering to sound development standards, ensuring deliverables meet the agreed upon quality and content and are reviewed and accepted by all appropriate parties before acceptance. Develop, implement, and maintain performance accountability and quality assurance processes, best practices, and standards for the department
- Coordinate with TWC’s Information Technology Division and other divisions planning automation changes to prioritize and implement changes within established timelines
- Work with departmental support staff to ensure that customer support tickets are responded to and resolved in a timely manner
- Motivate and develop staff, prepare and evaluate budget requests, and monitor expenditures.
- Perform other duties as assigned.
 

YOU QUALIFY WITH:
-Five years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year and six months of which must have been in an administrative management or supervisory capacity. 
-Relevant academic credits may be applied toward experience qualifications for this position.
 

YOU ARE A GREAT FIT WITH:
Knowledge of:
- Relational databases and query languages
- Data analytic software and tools for the analysis and development of visualizations (Power BI, Excel, SQL Management Studio)
- Diverse system applications for managing job seeker and employer needs. Tracking client participation in agency supported programs including education, training, upskilling, internships, and apprenticeships
- Microsoft Office 365 application suite
Skill in:
- Managing relationships with outside vendors to develop business requirements and modification requests
- Creating administrative reports and specialized research projects including statistical, financial, and policy analysis
- Establishing priorities, standards, and measurement tools to monitor functions and ensure department goals and priorities are continually met on time
- Coordinating and evaluating program activities, and implementing new ways for staff to work smarter, more efficiently, and be better organized
- Preparing and delivering presentations, reports and recommendation
- Balancing competing priorities and requests
- Excellent written and verbal communication skills
- SQL: Demonstrated expertise in writing complex queries.
- Python: Proficient in Python programming for data analysis and automation.
- Data Visualization: Power BI and Tableau experience.
- MS Excel: Advanced skills in creating and manipulating Pivot Tables and Pivot Charts.
- Microsoft Suite: Experience administering SharePoint and utilizing Forms, Power Automate, and Power Apps.

- Communicate proactively with leadership, teams and internal and external stakeholders
- Identify problems, evaluate alternatives, and implement effective solutions
- Think outside the box to recommend creative solutions to challenges faced by the division

- Stay informed of programs and emerging technologies and legislative changes that may affect the department or TWC
