Job Description

Job Summary
We are seeking a detail-oriented and technically skilled Design/Layout Engineer to support utility, telecommunications, and infrastructure projects through the development of accurate engineering layouts, permitting drawings, and design documentation. The ideal candidate will translate engineering design criteria, survey data, asset inventories, and scoping documents into high-quality CAD/GIS-based layouts while ensuring compliance with municipal standards, utility requirements, and permitting regulations. This role requires strong spatial analysis capabilities, expertise in drafting and mapping standards, and the ability to identify and resolve design conflicts through cross-functional collaboration. Experience in utility permitting, OSP telecommunications design, civil drafting, and regional municipal compliance—particularly within the San Diego area—is highly desirable.

Key Responsibilities

• Data Translation & Modeling: Extract, analyze, and interpret engineering design 
criteria, coordinate data, and asset list directly from Scoping Document to 
generate layout designs.


• Layout Generation: Create detailed 2D/3D spatial layouts, alignment sheets, or 
permitting drawings using CAD software, GIS tools, or specialized engineering 
design suites.


• Quality Control (QC) & Validation: Audit source Excel data against physical or 
spatial constraints to identify discrepancies, design conflicts, or data entry errors 
before layout finalization.


• Cross-Functional Coordination: Collaborate with Project Managers, Engineering 
Leads, and external stakeholders to resolve layout conflicts (e.g., utility clashes, 
easement limitations, or right-of-way issues).


• Permit & Compliance Documentation: Ensure all generated layouts comply with 
local municipal codes, utility standards and traffic control requirements.


Required Skills & Qualifications


• Technical Software Proficiency: Advanced skills in CAD platforms (e.g., AutoCAD, 
Bluebeam Revu) and/or GIS mapping software.


• Spatial Acumen: Strong ability to read, interpret, and scale engineering prints, 
utility maps, and land surveys.


• Problem-Solving: Proven ability to resolve design conflicts (such as overlapping 
structures or easement bottlenecks) logically and efficiently.


Preferred Experience


• Experience in utility permitting, telecommunications design, civil drafting, or 
infrastructure planning.


• Regional Municipal Experience: Proven experience drafting layouts to meet strict 
municipal compliance, specifically with the City of San Diego guidelines and 
adjacent Non-City of San Diego jurisdictions (e.g., City of Carlsbad, regional utility 
permitting guidelines).


• Telecommunications & Utility Design Knowledge: Familiarity with OSP (Outside 
Plant) design elements, including generating Manhole (MH) photos/data requests, 
placing and detailing handholes (e.g., 2'x3' handholes), and detailing structure 
configurations.


• Mapping & Survey References: Mastery of regional layout references, including 
locating and utilizing Thomas Guide / Thomas Bros. Map grid coordinates, Geo 
numbers, Tract Maps, and Subdivisions.


• Complex Data Integration: Ability to cross-reference and extract crucial project 
details from client layout request forms, design criteria sheets, and engineering files 
to establish identical project names, site addresses, and scopes.

• Technical Standards & Mapping Precision:
Proficiency in building precise Title Blocks, Vicinity Maps, and Street 
Excavation Tables.
Deep understanding of drafting conventions, such as removing Thomas Bros 
references on non-city vicinity maps, managing standard scale factors (e.g., 
Scale 1:40), and auditing Legend lines to ensure no missing or additive 
codes/linetypes.

• Excavation & Restoration Knowledge: Familiarity with generating accurate 
Excavation Data cross-sheets, Moratorium Notes, and defining surface restoration 
types
