The Role
This position will act as the Owner’s Representative and will be responsible for overseeing and supporting all Environmental, Health, and Safety (EHS) aspects of the construction project. Ensuring that contractors adhere to regulatory requirements, Owner expectations, and industry best practices, while fostering a proactive safety culture across all phases of construction.

Key Responsibilities
- The development and participation of the Site induction programme for all people coming to Site and carry out this induction
- Develop, integrate, and participate in Site HSE training activities
- Administer and participate in the HSE audit and inspection schemes being applied
- Audit and monitor all SUBCONTRACTOR(s) HSE Programmes, advise the Discipline Supervisors, Field Superintendents and SUBCONTRACTOR Construction Managers of any shortfalls and provide specialist support
- Carry out daily inspections of all work areas to ensure compliance on the part of the SUBCONTRACTOR(s) regarding Safe Working practices and application of HSE programme and ensure discipline supervisors are maintaining their SUBCONTRACTOR HSE performance
- Review with the SUBCONTRACTOR’s management and OWNER, the requirement for applying hazardous substance assessments and Risk Assessments and ensure understanding and agreement of these procedures
- Attend and input into the weekly SUBCONTRACTOR Progress meetings and lead the weekly HSE meeting with SUBCONTRACTOR(s)
- Co-ordinate the investigation of any near misses, incident and accidently as necessary, and to ensure that remedial actions have been agreed and carried out according to the project procedures
- Prepare monthly Project HSE statistics and reports
- Communicate Accident Reports and lessons learned to SUBCONTRACTOR and OWNER on occasion of any HSE incident whether there is an actual injury or where an injury could have occurred. Immediately report verbally to OWNER Construction Manager, followed by written report
- Review work method statements, Job Safety Analysis (JSA), lifting plans and Pre Task Works
- Ensure alignment of the Wood HSSE management system with the client’s HSSE procedures and fully implement it on site
- Provide HSSE leadership and promote a strong safety culture across all site activities
- Ensure HSSE training, induction, toolbox talks, and competency requirements are implemented for all personnel
- Promote proactive hazard identification and continuous improvement in HSSE performance

Ideally you will have:
- Bachelor’s degree in public health (Occupational Health and Safety) or Professional certificate of safety officer by Ministry of Labour
- Minimum 10 years substantial experience with at least 3–5 years in a HSSE managerial role in Live Plant, Greenfield and Turnaround / Revamp work for Oil & Gas, Refinery, Petrochemical, Power Plant or others similar type of plants
- Has substantial level of skill and experience in applying worksite HSSE plans in regard to HSSE work practices and others HSSE procedures, standards requirement for worksite
- Has MOST knowledge of Project Monthly and Weekly Construction Report content
- Understands the need for timely, concise and accurate reporting of HSSE performance statistics
- Good HSSE awareness and commitment including skill and knowledge in preparation and review of Method Statement, Job Safety Analysis and Risk Assessment
- Excellent interpersonal and communication skills in English (verbal & written)
- Strong knowledge of local HSSE regulations, international standards, and client HSSE requirements
- Good team leadership in technical, interpersonal and communication skill
- Competence in incident investigation, root cause analysis, and corrective action management
- Strong leadership, communication, and coordination skills for managing interfaces between multiple contractors and disciplines
- Ability to lead HSSE teams and influence safe behaviors across all levels of the organization
- Basic to intermediate knowledge of AI and digital tools applied to HSSE works
