GENERAL DESCRIPTION
The Georgia Department of Community Affairs (DCA) is a state organization dedicated to partnering with communities to help create a climate of success for Georgia's families and businesses. SUMMARY
The Program Manger supervises all activities and staff contributing to the Balance of State Continuum of Care (CoC). This position reports directly to the Director of the Office of Housing Stability & Innovation. The Program Manager works with CoC Program Coordinators, Permanent Supportive Housing (PSH) staff, Homeless Management Information System (HMIS) staff, Coordinated Entry System
staff, and other staff, as relevant, in the Office of Housing Stability & Innovation (OHSI) to ensure compliance with all HUD requirements. In addition to internal staff, the candidate will work with HUD Technical Assistance providers, other CoCs in Georgia, and additional stakeholders, as necessary, to ensure priorities set forth by the U.S. Interagency Council on Homelessness (USICH) strategic plan are incorporated by the Coc. Utilizing best practices, the Program Manager will ensure the CoC coordinates with various systems of care in the CoC’s geographic area to better serve all Georgians experiencing homelessness, particularly including priority subpopulations such as veterans, families, youth, and the chronically homeless individuals. Other duties as relevant to advancement of the Balance of State Continuum of Care.
JOB RESPONSIBLITIES
- Serve as primary supervisor for Continuum of Care program team
- Collaborate with applicable program staff at DCA to ensure compliance with HUD Continuum of Care requirements
- Work with technical assistance providers to facilitate appropriate training options for Continuum of Care participating agencies
- Coordinate with other Continua of Care, Emergency Solutions Grants jurisdictions, andother stakeholders to establish and maintain a homeless services system that aligns with the federal strategic plan to address homelessness
- Ensure timely submission of all federal reports, including Annual Performance Reports,
- Housing Inventory Count, Point in Time Count, System Performance Measures, and the Longitudinal System Analysis
- Establish and maintain a performance analysis and improvement plan for the Balance of State Continuum of Care
- Partner with staff and stakeholders to develop strategies to address homelessness among priority subpopulations, including veterans, youth, families, and the chronically homeless
- Maintain appropriate Continuum of Care governance structure, including facilitation of committee and board meetings
- Other duties as relevant to advancement of the Balance of State Continuum of Care
MINIMUM ELIGIBILITY REQUIREMENTS
- Bachelor’s degree in social work, public administration, or a related field AND at least seven (7) years of experience with homeless services programs
- Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word,PowerPoint)
PREFERRED QUALIFICATIONS
Preference will be given to applicants who in addition to meeting the minimum qualifications possess at least one of the following:
- Experience working directly with HUD CoC and/or ESG funding
- Knowledge of coordinated entry for homeless services, as defined by HUD
- Knowledge of Homeless Management Information Systems and associated program reports
- Experience with strategies associated with the federal plan to end homelessness
- Experience with community planning and coordination
- Experience with the AmeriCorps VISTA program
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of all pertinent Federal and State regulations
- Knowledge of the USICH strategic plan to end homelessness
- Knowledge of homelessness and homeless services programs
- Knowledge of federal homelessness reports, including System Performance Measures, Point in Time Count, Housing Inventory Count, and Longitudinal System Analysis
- Ability to formulate and implement strategic plans
- Excellent organizational, analytical, written, and oral communication skills
WORKING CONDITIONS (TRAVEL, HOURS, ENVIRONMENT)
- This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
- Occasional travel required including air and car travel
- While performing the duties of this job, the employee will work primarily in a climate-controlled environment with minimal safety/health hazard potential
PHYSICAL / SENSORY REQUIREMENTS:
Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.

Minimum Qualifications:
Bachelor's degree in a related field from an accredited college or university AND Three years of experience managing professional level staff OR Seven years of related professional experience AND Three years managing at the level equivalent to area of assignment OR Three years of experience required at the lower level Mgr, Business Ops (GSM010) or position equivalent.
