职位目的:
根据公司总部的战略目标,全面负责东区(上海、江苏、浙江、安徽、山东、河南)六省市的政府事务与市场准入工作。通过政策倡导、准入策略制定及关键利益相关方沟通,确保公司核心产品在国家及区域带量采购、医保支付改革、价格治理等政策环境下实现准入、维持价格并扩大可及性并构建公司总部所在地良好的营商环境。
核心工作职责:
一、 区域市场准入策略与执行
1. 战略规划: 依据公司年度总体目标,结合东区各省医药卫生体制改革进度,制定并动态调整差异化的区域市场准入行动计划。
2. 政策倡导: 密切关注各省药品带量采购(国采/省采/联采)、挂网价格治理、医保目录落地及支付标准、创新支付模式及临床使用监管政策;组织撰写政策分析报告,准备科学、合规的政策倡导关键信息包。
3. 目录准入: 负责重点产品在省级医保、门慢门特、临床路径及大型公立医院药事会准入工作;主导省级招标挂网策略制定,确保及时、合理价格挂网。
4. 创新支付: 探索并推动与地方政府、商保公司或第三方平台合作的创新支付项目(如城市惠民保、特药险),提升患者对创新药的可支付性。
5. 构建总部所在地(上海浦东)良好的营商环境支持公司在中国的长期发展战略
二、 政府事务与关键沟通
1. 关系建立与维护: 建立和维护与东区六省市医保局、卫健委、药监局、招采平台(中心)以及总部所在地政府等核心决策部门的常态化沟通及政策倡导渠道;
2. 危机处理: 及时预警区域内出现的药品准入、价格异动、政策负面清单等风险事件,主导与监管部门的沟通解释工作,维护公司品牌声誉。
三、 跨部门协作与项目管理
1. 内部协同: 与商务部、市场销售及医学团队紧密合作,确保准入策略在医疗机构落地执行;为业务团队提供政策解读培训。
2. 项目落地: 统筹区域内重大准入项目(如省级集采续约、医保双通道落地、价格治理应对等)的全流程管理。
四、 团队管理
1. 人员管理: 领导并发展东区各省的准入及政府事务团队,设定绩效目标,开展辅导与评估,搭建人才梯队。
2. 预算与行政: 负责区域年度预算的制定、分配及合规使用;按时完成总部要求的各类月度/季度汇报及政策分析报表。
任职资格:
1. 教育背景: 医学、药学、公共卫生、卫生经济学或相关专业本科及以上学历。
2. 工作经验: 10年以上医药行业政府事务或市场准入经验,其中至少3年团队管理经验;熟悉东区(特别是上海、江苏、山东)医药生态圈者优先。
3. 核心能力: 精通药品全生命周期准入流程,具备省级集采实战成功案例尤佳;具备较强的政策敏锐度、逻辑分析能力及公文撰写能力。
4. 职业素养: 抗压能力强,适应出差(东区内)安排;诚信合规,认同欧加隆商业道德标准。
