  1. Current Montgomery County Government employees;
  2. Montgomery County employees whowasaffected by reduction-in-force and currently have RIF priority rights;
  3. Active Montgomery County local fire and rescue department volunteers with at least 50 points under the length of service award program (LOSAP); or
  4. Active Project SEARCH Interns or former Montgomery County Government Customized Employment Public Interns, or Project SEARCH Interns within 24 months of completion of internship.


Please note: The salary range above represents this position’s earning potential. The anticipated hiring range for this position will be $98662.00 to $127966.00, based on the candidate’s qualifications and experience.

The Office of Consumer Protection (OCP) advocates fora fair and honest marketplace in Montgomery County. Since 1971, we’ve helped residents by investigating and resolving consumer complaints, licensing and registering businesses, and promoting consumer awareness through education and outreach. Our work is grounded in Chapter 11 of the County Code, which prohibits unfair and deceptive business practices. WHO WE ARE LOOKING FOR

We areseekinga strong and experienced professional in consumer protection investigations who can oversee complex and sensitive investigations and support consistent enforcement of consumer protection laws. The ideal candidate will have experience applying consumer protection laws and regulations, developing investigative strategies, evaluating evidence, managing competing priorities, and guiding complex case development and resolution.

Successful candidates willpossessstrong judgment, analytical, organizational, and communication skills, along with the ability to improve investigative processes and coordinate effectively with legal counsel, regulatory agencies, businesses, consumers, and other stakeholders. A genuine passion for consumer protection, public service, fairness, and accountability is essential to ensuring effective enforcement, public trust, and meaningful outcomes for County residents.

As the Investigation Administrator (Manager-III), Grade M3, you will manage the daily operations of OCP’s Investigative Unit and support the enforcement of consumer protection laws. This role is responsible for guiding complex investigations, supporting staff in case development, improving investigative practices, and helping ensure that consumer complaints are handled consistently, fairly, and effectively.


Investigation Management and Case Oversight
Review, assign, monitor, and evaluate consumer protection complaints and investigations involving alleged unfair, deceptive, fraudulent, or unlawful business practices. Guide investigative strategy, evidence review, legal issue identification, case development, settlement considerations, escalation decisions, and enforcement recommendations.


Legal Review and Enforcement Coordination
Review, interpret, and apply consumer protection laws, regulations, policies, and published guidance. Coordinate with the Office of the County Attorney and other agencies on legal questions, subpoenas, settlements, referrals, litigation support, and enforcement-related matters.


Operational Improvement and Staff Support
Develop and improve investigative procedures, workflows, templates, reporting tools, and case management practices. Use case data, workload information, complaint trends, and performance measures to support case assignment, resource planning, process improvement, and management decisions. Provide guidance, coaching, and supervisory support to investigative staff; assist with workload management, training, and performance expectations.


Consumer and Business Education
Support education efforts for consumers, businesses, and community stakeholders by identifying recurring marketplace issues and assisting with public-facing guidance, educational materials, notices, presentations, and website content.


Public Information and Records Oversight
Serve as the department’s MPIA Custodian or liaison and ensure public information and records-related matters are handled in accordance with applicable laws, confidentiality requirements, County procedures, and department practices.


This position also includes supervisory responsibility, including oversight of assigned staff, delegation of work, performance monitoring, coaching, and contributing to professional development and team effectiveness.


This position requires the ability to attend meetings or perform work at locations outside the office.


The individual selected for this position will be considered an Essential Employee. Essential employees must report to work during a period of general emergency or liberal leave.


This position may require occasional evening or weekend work to support operational needs, special projects, or time-sensitive assignments. Candidates should be prepared to adjust their schedules when necessary to ensure continuity of services and completion of critical tasks.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Experience: Five (5) or more years of experience conducting consumer protection investigations, including reviewing and applying consumer protection laws, developing investigative strategies, supporting complex case development, conducting research and analysis, evaluating evidence, and preparing findings or recommendations involving business practices that may impact consumers or the marketplace.

Equivalency: An equivalent combination of education and experience may be substituted.

Medical Protocol: This position requires successful completion of a pre-employment medical evaluation, which includes a physical examination and drug screening.

Financial Disclosure Statement: This position is designated as one that requires filing a Financial Disclosure Statement, and you will be required to disclose information about your financial affairs.

PROBATIONARY PERIOD: Individuals appointed to this class will be required to serve a probationary period of twelve (12) months. Individuals promoted to this class will be required to serve a probationary period of six (6) months. During the probationary period, performance will be carefully evaluated. Continuation in this class will be contingent upon successful completion of the probationary period.

All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Applicants who meet the minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview.  Employees who meet the minimum qualifications and are the same grade or higher will be placed on the Referred List as a “Transfer” candidate and may be considered for an interview.  Preference for interviews will be given to applicants with experience in the following:

  • Consumer Protection Investigations: Describe your experience conducting or managing investigations involving unfair, deceptive, fraudulent, or otherwise unlawful business practices.

  • Application of Consumer Protection Laws: Describe your experience reviewing, interpreting, and applying consumer protection laws, regulations, policies, or related legal authorities.

  •  Complex Case Development: Describe your experience developing investigative strategies, evaluating evidence, conducting research and analysis, and preparing investigative findings or recommendations.

  • Enforcement and Legal Coordination: Describe your experience coordinating with legal counsel, regulatory agencies, law enforcement, or other partners on investigations, referrals, settlements, subpoenas, or enforcement actions.

  • Case Management and Workload Prioritization: Describe your experience reviewing, assigning, monitoring, or prioritizing cases, complaints, investigations, or compliance matters.

  • Policy and Procedure Development: Describe your experience drafting, updating, or implementing policies, procedures, templates, guidance documents, or operational standards.

  • Operational Improvement: Describe your experience improving investigative, compliance, regulatory, or administrative processes to support consistency, accountability, timeliness, or service quality.

  • Data-Informed Decision Making: Describe your experience using case data, performance metrics, workload information, complaint trends, or other operational data to support decision-making.

  • Consumer and Business Education: Describe your experience developing or supporting guidance, outreach, training, or educational activities related to legal rights, business obligations, compliance, or consumer protection issues.

  • Communication and Collaboration: Describe how your written and verbal communication skills have supported effective collaboration with staff, consumers, businesses, attorneys, agencies, or other stakeholders.
