About the role: The Senior IT Asset Management Analyst will be part of the Information Technology Department (ITD) and will directly support the IT Asset Management (ITAM) Digital Product Enhancements initiative. The role is responsible for strengthening IT asset lifecycle management practices, supporting the implementation and optimization of ITAM tools, and establishing governance policies for IT end user assets across ADB. The analyst will work closely with ITAM product owners, ServiceNow platform teams, Flexera administrators, service management leads, vendors, and business stakeholders to ensure accurate, compliant, and fully integrated IT asset data and processes. Scope of Work and Responsibilities Specific tasks and service requirements • Support the implementation and configuration of the Hardware Asset Management (HAM) module in ServiceNow, ensuring alignment with ADB ITAM processes and governance requirements. • Contribute to the design, testing, and validation of ITAM-related workflows, asset lifecycle models, and reporting capabilities in ServiceNow. • Support the enhancement and stabilization of the integration between ServiceNow and Flexera, including reconciliation of asset data, normalization, and data quality improvements. • Develop, review, and maintain IT end user asset governance policies, standards, and procedures aligned with ADB rules, ITSM practices, and audit requirements. • Ensure asset lifecycle states, ownership, financial attributes, and compliance statuses are accurately tracked, maintained in ITAM systems (e.g., ServiceNow HAM/ITAM, Flexera, Oracle FAR) and covers the end-to-end lifecycle of IT end user assets. • Define ITAM KPIs, data quality metrics, and control checkpoints in ServiceNow. • Develop management reports, dashboards, and analysis on asset inventory, lifecycle status, compliance, and risks. • Identify gaps, risks, and control issues across the IT asset lifecycle and recommend corrective actions. Requirement and Qualification (Education & Work Experience) This section is used to describe what knowledge, skills and abilities are required to perform the task and duties bulleted above. • Bachelor’s degree in Information Technology, Computer Science, Engineering, Business Management, or related discipline. • Minimum of 5 years’ experience in IT Asset Management, IT Service Management, or related IT operations roles. • Proven experience working with ServiceNow ITAM and/or HAM modules. • Experience with Flexera (or equivalent software asset management tools) and system integrations. • Strong understanding of IT asset lifecycle management, governance, and compliance controls. • Experience designing or implementing ITAM policies, processes, and performance reporting. • Strong analytical, documentation, and data management skills. • Excellent communication and stakeholder engagement skills. • ITIL certification or strong working knowledge of ITIL practices is preferred. INTERNAL. This information is accessible to ADB Management and Staff. It may be shared outside ADB with appropriate permission. Reporting and Coordination For the provision of staff augmentation services, the Agency Personnel will take instructions from the Staff Supervisor at the Information Technology Department at ADB and work closely with other internal and external stakeholders. This Terms of Reference pertains to the request for staff augmentation services from a qualified IDIQ Agency under the IDIQ contract between the Agency and ADB. The agency personnel providing these services do so on behalf of the IDIQ Agency and are not considered employees of ADB. All Agency Personnel must adhere to the latest Annual Agency Personnel Ethical Statement for Contractors Personnel and the Guidelines for ITD IDIQ IT Service Providers. Additionally, all Agency Personnel are reminded to comply with ADB standards, rules, and policies throughout the delivery of services. Work Arrangement The service term is for one year. The work arrangement is onsite, with an 8-hour availability from 8:00 AM to 5:00 PM Manila, Philippines time, unless otherwise specified or approved by the supervisor for alternative working arrangement. To ensure project continuity, resources must follow the ADB calendar and holidays (excluding local country holidays) and align their availability with Manila business hours, in coordination with the ADB team based at ADB Headquarters in Manila, Philippines. Agency Personnel Equipment as a Service This is a project-based contractor role that requires the provision of a laptop as specified below. The IDIQ Agency shall be responsible for providing, maintaining, replacing, and refreshing the required equipment for the full duration of the contractor’s engagement. All equipment must comply with ADB-prescribed models, specifications, and cybersecurity requirements. The cost of the laptop and any required peripherals shall be included as part of the Agency’s monthly billing rate and service margin. The Agency shall provide the final equipment quotation during rate confirmation or onboarding. ADB will only accept a single consolidated monthly invoice covering both the contractor services and equipment costs. No separate reimbursement or additional charges for the laptop or peripherals will be allowed. The equipment shall remain the property of the Agency. No termination, recovery, or penalty fees shall apply if ADB ends the contractor engagement before the contract term expires. If there are delays in equipment delivery, the Agency must provide temporary replacement equipment or spare devices to ensure the contractor can begin work from Day 1. Temporary workarounds, including virtual desktop environments, may be used for up to two (2) months if the temporary device does not fully meet ADB specifications. Except under exceptional circumstances, ADB-issued laptops will not be provided. Equipment Specification: approved standard Equipment specifications Software Licenses: ADB will provide standard Microsoft licenses and other required ADB software licenses, subject to role requirements and ADB cybersecurity policies.
