Job Description

Overview

The Community Planner serves as a multi-functional Civil Engineering planning and asset management specialist supporting AFCAP operations under the CE BOS contract. This position integrates installation planning, facility programming, asset management, and NexGen IT/BUILDER SMS/ PAVER administration to support infrastructure sustainment, recapitalization, and mission readiness activities.

 

The position is responsible for managing facility and infrastructure data, developing project programming documentation, supporting work classification and prioritization, maintaining BUILDER SMS, PAVER, and NexGen IT records, and coordinating with Operations, Engineering, Workforce Management, and U.S. Government stakeholders. This role directly supports planning, programming, preventive maintenance integration, facility condition assessments, and long-range infrastructure management efforts across the installation.

Responsibilities

  • Support installation and facility planning initiatives in accordance with AFCAP and U.S. Air Force Civil Engineering Standards Use Zone, Installation Complex Encroachment Management Action Plan. Ensure base and regional projects conform to all.
  • Develop infrastructure planning documentation, facility utilization analyses, and project justification packages in planning and master planning studies to resolve specific facilities and land use development issues.
  • Support space utilization tracking, infrastructure mapping, and facility inventory management.
  • Manage installation airfield waiver program, preparing construction, temporary and permanent waivers and amendments and documenting waivers annually as part of an Annual Recertification of Airfield Waivers. Prepare supporting documentation as requested and needed for the Airfield Working group. Address Airfield related planning issues at the Airfield Operations Board.
  • Serve as site lead/administrator for BUILDER SMS, PAVER, and NexGen IT asset management systems. Maintain facility and asset records, including PM schedules, corrective maintenance tracking, and facility condition data.
  • Ensure all work tasks, inspections, preventive maintenance records, and asset updates are accurately documented within required timelines. Coordinate data quality reviews and conduct audits to ensure compliance with contract requirements and reporting standards.
  • Participate in the identification and achievement of installation/ community partnerships (Air Force Community Partnership programs) related to planning issues and concerns.
  • Develop and manage project programming documentation, cost estimates, scopes of work, and project prioritization packages.
  • Prepares DD Forms, AF Forms 332 (special projects), work requests, and project approval documentation. Supports development of Statements of Work (SOW), technical narratives, and project execution plans
  • Help gather and process information to advocate for specific facility, transportation, and utility repair projects. This will include working with engineering staff, maintenance staff, local users, and AF Civil Engineering staff to help develop the various programs. Generate submissions to the AF Civil Engineering Center utilizing this data as required.
  • Generate recurring reports, metrics, dashboards, and leadership briefings related to infrastructure condition, work management, and asset performance.
  • Other tasks and duties asigned

Qualifications

Education:

  • Bachelor’s degree in Community Planning, Engineering, Construction Management, Architecture, Facilities Management, or related field is highly desirable.

Experience:

  • Minimum 5 years of experience supporting U.S. Government, DoD, AFCAP, LOGCAP, or comparable contingency operations contracts.

  • Demonstrated experience with: NexGen IT / TRIRIGA/BUILDER SMS/PAVER

  • Experienced in Project Management, techniques and tools.

  • Experience developing project programming documentation and facility work requests.

  • Strong understanding of CE BOS operations and Civil Engineering workflows.

  • Secret clearance required.

Certifications:

  • Requires one (1) to four (4) years’ BUILDER experience in related field.

Skills

  • Strong organizational and analytical skills.
  • Ability to manage multiple functional responsibilities simultaneously.
  • Excellent communication and coordination skills.
  • Excellent project and program development skills.
  • Ability to work independently in fast-paced operational environments.
  • Ability to interface professionally with Government and contractor leadership
