Description of Work
The position supports the Survey and National Register Branch in maintaining the statewide architectural survey by conducting and overseeing architectural surveys of counties and municipalities in North Carolina. The position will achieve its purpose by conducting fieldwork in Avery and Mitchell counties. If time allows, the position will also conduct architectural surveys in Madison, Caldwell, and Wilkes Counties.The position may also support additional architectural survey activities in other Helene-affected counties through discrete fieldwork and review of incoming survey products. In addition to fulfilling our office’s mission to document historic resources in all 100 counties, the position’s work will speed federal recovery aid in the future should other natural disasters occur.
Key Responsibilities include but are not limited to:
This position supports the Survey and National Register Branch in maintaining the statewide architectural survey by conducting architectural surveys of counties and municipalities in North Carolina's 25-county western region. This work includes:
· Conducting historic resource surveys according to state and federal standards, including, but not limited to, the following:
- engaging with local government representatives, non-profit organizations, property owners, and other stakeholders;
- conducting survey fieldwork, including research and written/photographic recordation; creating database records with written entries and paper survey files; preparing draft and final survey reports; evaluating the National Register eligibility of individual properties and historic districts, and offering recommendations for National Register Study list designation;
- creating and conducting PowerPoint presentations on survey findings for various audiences.
· assisting the Architectural Survey Coordinator in the administration of consultant-conducted county, municipal, and thematic historic resource surveys, including, but not limited to, the following:
- assisting consultants with file room research; and reviewing consultants’ draft and final survey products.
· assisting the Architectural Survey Coordinator in maintaining the architectural survey file room of the SHPO’s Western Office
**The position requires frequent travel, both day trips and overnight. The position is Time-Limited for three years through March 31, 2029.

Recruitment Range: $41,206 - $70,000

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed on the vacancy announcement. Vacancy specific knowledge, skills, and abilities (KSAs) and/or management preferences are not required. Applicants who possess the following are preferred:
- Demonstrated knowledge and skill in documenting historic resources using observation, note-taking, oral history collection, site plan-creation, and photography; having conducted a county-wide or municipal-wide, comprehensive architectural survey in North Carolina is an extremely strong preference and demonstrated working knowledge of National Register criteria and evaluation
- Demonstrated ability to recognize and analyze patterns and trends, and synthesize history gleaned from primary and secondary sources into an analysis of a place’s architectural record; demonstrated ability to access and use primary sources, including deeds, maps, and newspapers; and knowledge of American architectural history, with a knowledge of North Carolina history and architectural history strongly preferred
- Ability to work efficiently, independently and to meet deadlines
- Proven skill patiently interacting successfully with the public along with a willingness and eagerness to talk with property owners and tenants and develop a trustful relationship
Position/Physical Requirements:
Monday – Friday, 8:00 am to 5:00 pm
- The position requires frequent travel, both day trips and overnights. The position is Time-Limited for three years through March 31, 2029.
- Licenses or certifications are not required, but the employee must meet the Secretary of the Interior’s Professional Qualification Standards for history or architectural history, as specified by federal regulations (36 CFR 61.4e)), and a valid driver’s license is required.
This position is deemed eligible for hybrid telework under DNCR’s Telework Policy.

This is a time-limited position, subject to funding availability, which may last up to 36 months. Time limited employees are eligible for State Benefits. Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months). Minimum Education and Experience

Master's degree in historic preservation, planning, architecture history, or a closely related field from an appropriately accredited institution
and
three years of experience in historic preservation;
or
Bachelor’s degree in history, planning, or architectural history, or a closely related field from an appropriately accredited institution
and
four years of experience in historic preservation;
or
an equivalent combination of education and experience.
Section/Unit Description
The Survey and National Register Branch of the State Historic Preservation Office (HPO) coordinates activities in three major program areas related to the preservation of historic structures in North Carolina. This includes the statewide historic building survey, the National Register of Historic Places program, and public information and assistance.
Division Description
As the official state agency for historic preservation in North Carolina, the Historic Preservation Office (HPO) identifies, protects, and enhances North Carolina’s historic properties and districts through a coordinated statewide program of incentives, information and technical assistance for public agencies, private organizations, and the state’s citizens. Section programs include: processing nominations to the National Register of Historic Places; comprehensive architectural surveys for counties and municipalities; technical assistance for the care and treatment of historic buildings; technical assistance and training for approximately 105 local historic preservation commissions statewide; management of a federal pass-through grant program for the federal Certified Local Government (CLG) program; and environmental review of development projects that may affect historic properties and archaeological resources. It functions as the state clearinghouse for federal and state protection and incentive programs for properties that qualify for the National Register of Historic Places. The position is located in a regional office – the Western Office in Asheville. The main location of the office is Raleigh, with staff also stationed in a field office in Greenville – the eastern office of Archives and History.

Veteran’s and National Guard Preference
