Overview About the job The Vice President, Global Mobility Program Technology is a senior leadership role responsible for defining, executing, and continuously optimizing the technology strategy for the Global Mobility program. Reporting directly to the Senior Vice President, Global Mobility, this role owns the architecture, governance, integration, and ongoing optimization of mobility‑related technologies to enable compliant, scalable, and data‑driven global talent deployment. The role operates within a tiered system‑of‑record model across Career Settings, Topia, and external vendor technologies, ensuring clear data ownership, source‑of‑truth precedence, and integration standards. Business requirements are sourced collaboratively across the Global Mobility Leadership Team and key enterprise stakeholders and prioritized through a global governance framework to balance risk, cost, experience, and scalability. While the role operates with autonomy for execution and delivery, major technology strategy, investment, vendor, and enterprise‑risk decisions are subject to approval by the Senior Vice President, Global Mobility and executive leadership. Responsibilities Global Mobility Technology Strategy & Governance Define and execute the Global Mobility technology strategy and multi-year roadmap, ensuring alignment with Global Mobility OKRs and enterprise HR technology direction, and designing a future‑ready, scalable architecture that can evolve with changing workforce models, regulatory requirements, and business needs. Secure senior leadership approval for major strategic shifts, investments, and platform decisions. Define, maintain, and enforce the Global Mobility tiered system-of-record and data-governance model across Career Settings, Topia, and external vendor technologies, and other Publicis-internal systems, including data ownership, source-of-truth precedence, data standards, and integration design. Ensure technology decisions balance compliance, risk, cost, scalability, and experience, and are implemented within established governance and approval frameworks. Platform & Integration Leadership Oversee the implementation and adoption of Topia as the Global Mobility compliance management platform and primary operational system for mobility case workflows, integrated with external vendor systems and Career Settings within the defined system-of-record model, while continuously evaluating platform capabilities, configuration, and integration patterns to ensure long‑term scalability and flexibility. Oversee vendor technology integrations and data flows (e.g., immigration, tax, relocation, payroll, mobility data, travel compliance), including leading vendor evaluations and recommendations, and partnering with the Senior Vice President, Global Mobility to secure final approval for strategic vendor selections, scope expansions, and exits. Partner with HRIS and IT teams to support Career Settings configuration and integrations required for mobility and immigration compliance, while retaining Global Mobility ownership of data definitions, standards, and governance. Delivery Oversight & Value Realization Accountable for the integrity, risk management, and executive-level visibility of the Global Mobility technology delivery roadmap, ensuring dependencies, risks, and commitments are actively managed, escalated, and resolved. Establish and maintain a clear, authoritative source of truth for Global Mobility technology initiatives, ensuring Global Mobility team members and stakeholders have consistent access to accurate, up‑to‑date information on implementation status, delivery roadmaps, backlogs, open issues, decisions, changes, and risks. This includes defining the appropriate tools, access model, and governance to eliminate fragmentation across platforms and ensure transparency, accountability, and informed decision‑making. Partner with Global Mobility Leadership Team (GMLT) peers to prioritize technology initiatives, resolve cross-functional trade-offs, and deliver solutions that address regional and global business needs. Ensure data governance, reporting accuracy, KPI visibility, and executive-level insights across mobility volumes, costs, risks, compliance posture, and employee experience. Monitor adoption and usage across Global Mobility teams and stakeholders; identify and implement enhancements to maximize ROI, operational efficiency, and service quality. Innovation, AI & Change Leadership Lead the identification, delivery, and adoption of automation, self-service, and AI-enabled capabilities (including ServiceNow and AI/HR use cases), ensuring appropriate governance, data privacy, and senior-level approval for employee-impacting or compliance-related use cases. Establish and lead global change management, training, and communication strategies to drive sustained adoption and value realization of Global Mobility technology solutions. Inspire and influence peers and senior leaders by promoting an innovation mindset across Global Mobility technology, sharing insights on leading practices, emerging technologies, and data‑driven opportunities to continuously improve the mobility experience, operational efficiency, and risk management. People & Partner Leadership Provide people leadership to the Senior Associate (Topia SME) and partner closely with the Senior Manager, Global Mobility Project Management, ensuring clear accountability between strategic ownership and execution. Build strong, trusted Serve as the primary executive contact for mobility technology vendors, leading technology‑related engagement, roadmap discussions, integration strategy, and innovation conversations within established governance and approval frameworks partnerships with internal stakeholders (HRIS, IT, Procurement, Legal, Finance, Data Privacy) and external vendors to deliver outcomes in line with enterprise standards and Global Mobility priorities.
