Our employees are not only part of history, they're making history.Northrop Grumman Mission Systems' Global Supply Chain organization is excited to offer an opportunity to join our team as a Manager Supply Chain Programs 3, to lead Global Supply Chain for the Naval & Oceanic Systems business unit. The preferred location for this on-site position is Annapolis, MD however Sykesville, MD and Charlottesville, VA will also be considered.
The selected individual will lead approximately 40 GSC employees in driving predictable program performance, creating supply chain resilience, and further maturing our functional excellence with a focus on speed. This leader will work as a crucial member of the site leadership team and will report directly to the MSTS Division GSC Director.
Responsibilities Include:
- Develop and implement a resilient supply chain strategy for the business area
- Own responsibility for predictable GSC program performance and financial objectives for the BU.
- Acting as the main focal point for the Program Management Office (PMO) for the entire supply chain.
- Coordinating cross-functionally to ensure that all supply chain commitments are met, and that appropriate mitigation plans are developed and executed to address any programmatic risks related to suppliers.
- Lead activities for GSC in all phases of the Business Acquisition Process (BAP), ensuring prior to program execution, all elements of the proposed program plans have complete and accurate schedules, budgets, make/buy plans, and procurement and subcontracts strategies
- Lead supply chain program execution and be accountable for proposal activities, resource planning, material cost, forecasting, schedule performance, risk/opportunity management, supplier performance, and supply chain issue resolution.
- Briefing the PMO and executive management on the status and issues affecting program cost and schedule performance.
- Collaborating and influence with peers, other functions, and all levels of management
- Demonstrating success/problem-solving skills in supply chain, business management, operations, logistics, engineering, or program management
- Managing complex supplier specifications, drawings, SOW’s and supplier issue resolution
- Being self-motivated and proactive, organized, and detail-oriented
- Leverage strong business acumen and ability to operate in a fast-paced environment that consists of leading-edge technology suppliers and a non-traditional supply base.
- Travel up to approximately 20% to support supplier management, strategy, and execution of program requirements
- The successful candidate will provide direction to the team to ensure compliance with established policies and procedures and be able to influence direct reports, peers, other functions, and all levels of management. In addition, the successful candidate will possess highly effective interpersonal skills to communicate messages throughout the team and summarize content for executive-level briefings.

Basic Qualifications:
- Bachelor's degree and 8 years minimum (or Master’s degree and 6 years) of related experience (e.g., supply chain management, cost account management, supplier financial reporting/forecasting, and supplier/program/product scheduling or closely related)
- 5+ years of team lead and or management of people
- Ability to obtain a secret government security clearance
- US Citizenship
Preferred Qualifications:
- At least 5 years of previous experience in Supply Chain Management, Operations, Business Management, or related field
- Experience leading geographically dispersed teams
- Experience running large-scale programs with significant material content
- Experienced leadership in developing teams or working with teams &/or mentoring others in career development activities
- Experience working knowledge of DCMA/DCAA and effective interfacing with these organizations.
- Experience with Earned Value Management Systems and requirements, supplier financial reporting/forecasting, contracting/subcontracting, or supplier/program/product scheduling
- Experience working with Supplier Performance management to develop management plans and quality improvement via KPI’s and Supplier interface
- Experience with Supply Chain metrics, and driving performance to targets
- Experience in both dynamic program and supplier environments
- Experience developing Supplier Management Strategy to support program needs, cost, and schedule
- Experience with Federal and Defense contracting requirements, including ITAR and FAR/DFAR
