Job Summary
The Project Cost Analyst is responsible for analyzing project costs, monitoring budgets, and supporting project managers and team members with cost control activities throughout the project lifecycle. This role performs ongoing forecast updates, variance analysis, invoice processing, daily cost reporting, and budget monitoring to ensure accurate project financial tracking. The position also supports project administrative functions such as purchase requisitions, change orders, purchase order closeout, and certificates of completion. The ideal candidate has strong analytical, organizational, and communication skills, with the ability to work collaboratively across project and business teams. This role may be filled at either Grade 6 or Grade 7 based on qualifications and experience.Job Description
What you’ll do:
Essential Job Functions & Tasks
- Analyze project costs and monitor budgets to ensure accurate project financial reporting.
- Prepare and update forecasts, variance analyses, and cash flow projections.
- Process invoices and run daily reports to verify cost accuracy.
- Support project administrative activities including:
- Creating purchase requisitions
- Preparing change orders
- Closing purchase orders
- Gathering certificates of completion
- Assist with budget tracking, cost tracking, and project reporting.
- Support project managers and team members with project documentation and planning activities.
- Communicate with internal and external stakeholders regarding budgetary and cost-related items.
- Assist with maintaining accurate project records and tracking key project information.
- Collaborate with project teams to support effective cost controls and project execution.
- Perform additional project-related administrative and analytical duties as assigned.
What we’re looking for:
Education requirements are listed below:
- High school diploma or GED required, with progressively related experience.
- Associate’s degree in a related field preferred, such as Accounting, Business, Construction Management, Engineering, Technology, or Project Management.
- Bachelor’s degree in a related field preferred, such as Accounting, Business, Construction Management, Engineering, Technology, or Project Management.
Work Experience requirement listed below:
- Qualified experience includes utility specific operations knowledge/experience with a good working knowledge of work processes and procedures. Experience should be in design, operations, planning, project management, cost tracking analysis, forecasting, project budgets, working with accounting principles, and/or construction or maintenance of systems and/or equipment.
- License/Certifications: A professional or trade certification such as a CCMP, CETa, IQCP, PMP, RMP, etc. is not required at this level. A certification is required to progress to the Principle (grade 008) level of this job family if you have a high school diploma/GED or non-qualified higher education degree. Otherwise, a certification is preferred at the Principle level.
Other preferences:
- Experience with project cost analysis, forecasting, and budget monitoring.
- Background in accounting, finance, business, project management, or construction-related work.
- Strong organizational skills and attention to detail.
- Ability to manage multiple priorities and maintain accuracy in a fast-paced environment.
- Proficiency with Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
- Ability to work collaboratively with project teams and internal customers.
- Prior exposure to project management, project controls, or cost management systems is preferred.
- Candidates with adaptable experience outside the utility industry may be considered.
- The role may be filled at the Grade 6 level or the Grade 7 level depending on talent and experience.

The minimum qualifications outlined below apply to the Analyst level, with increased educational, skill, experience requirements for the higher level Senior role.
Salary range for Grade 6: $74,551 to $93,189.
Salary range for Grade 7: $87,633 to $109,554.
